A resolution must be adopted stating the City's intention to levy
those fees for the 2012 calendar year and set a public hearing for November 15, 2011, to receive
comments from interested parties.
RECOMMENDATIONS
That the City Council:
1. Receive and approve the annual report of the RDPBIA.
2. Adopt a Resolution of Intention to impose the annual levy for calendar year 2012.
3. Schedule a public hearing for November 15, 2011, at 3:00 PM for the purpose of adopting a
resolution setting the 2012 RDPBIA levy.
BACKGROUND
In 1985, in conjunction with the Riverside Downtown Partnership ( "RDP "), the Riverside Downtown
Parking and Business Improvement Area ( "RDPBIA ") was formed. Each year the Advisory Board of
the RDPBIA is required to present its annual report to the City Council. A copy is attached.
The RDP, which acts as the Advisory Board of the RDPBIA, is partially funded by a levy equal to
100% of the Business Tax of businesses within the Area boundaries. The levy provides funding for
specific benefits that are conferred directly to the businesses within the RDPBIA, which does not
exceed the reasonable costs to the City for conferring the benefits. For the levy to continue for
2012, the City Council must adopt a Resolution of Intention to impose the levy for the calendar year
and set a public hearing. The public hearing is being set for November 15, 2011, at 3:00 PM in the
Council chambers at City Hall, at which time protests may be heard against the proposed action.
17 -1
