CHARTER REVIEW COMMITTEE <br /> MONDAY, OCTOBER 3, 2011, 5:30 P.M. <br /> JANET GOESKE COMMUNITY CENTER <br /> 5257 SIERRA STREET, RIVERSIDE, CA <br /> MINUTES <br /> PRESENT: Chair Thomas Evans, Vice -Chair Maureen Kane, and Members, <br /> Karl Hicks, Brent Lee, Damien O'Farrell, Michelle Ouellette, Wendel <br /> Tucker, Sharon Tyrrell, and Montgomery Van Wart <br /> ABSENT: Members Peter Benavidez, Diana Medina, Jose Medina, William <br /> Perez, Michael Pope, and David St. Pierre <br /> STAFF PRESENT: Colleen Nicol, Susan Wilson, Susan Allen, Sherry Morton, and <br /> Angie Banjarjian <br /> ALSO PRESENT: Alternate Mary Van Doren, Nicholas Adcock, Brian Hawley, Mary <br /> Shelton, Dvonne Pitruzello, Vivian Moreno, Mary Humboldt, Karen <br /> Wright, Jennifer Vaughn Blakely, Harry Hood, Alicia Robinson, Ray <br /> Higgins, Christina Duran, and others <br /> Chair Evans convened the meeting at 5:30 p.m. <br /> CITY ATTORNEY PRESENTATION <br /> Deputy City Attorney Wilson reported on the purpose and content of the Charter, the <br /> Charter Review Committee's scope of work and timeline, the purpose of the community <br /> meetings, and the Ralph M. Brown Act requirements on conduct of the meeting. <br /> ORAL COMMUNICATIONS FROM THE AUDIENCE <br /> Nicholas Adcock, Governmental Affairs Manager for the Greater Riverside Chambers of <br /> Commerce, reported that the Chamber supports the run -off election system, a <br /> shortened timeline between general and run -off elections, if possible, and retention of <br /> the Community Police Review Commission. <br /> Brian Holley, Chair Elect for the Greater Riverside Chambers of Commerce, further <br /> reported that the Chamber does not favor granting the Mayor voting rights, retention of <br /> the Mayor veto power, part -time Councilmembers with part -time compensation, and <br /> Ward representation on boards and commissions. <br /> Mary Shelton favors retention of the Community Police Review Commission and <br /> independence of the City Auditor from the City Manager's Office. She also spoke <br /> regarding the Finance Department's former independence from the City Manager's <br /> 1 <br />
