CHARTER REVIEW COMMITTEE <br /> MONDAY, SEPTEMBER 26, 2011, 5:30 P.M. <br /> BOBBY BONDS CESAR CHAVEZ COMMUNITY CENTER <br /> 2060 UNIVERSITY AVENUE <br /> MINUTES <br /> PRESENT: Vice -Chair Maureen Kane, and Members Peter Benavidez, Karl <br /> Hicks, Brent Lee, Diana Medina, Jose Medina, Damien O'Farrell, <br /> Michelle Ouellette, William Perez, Michael Pope, David St. Pierre, <br /> and Montgomery Van Wart <br /> ABSENT: Chair Thomas Evans and Members Wendel Tucker, and Sharon <br /> Tyrrell <br /> STAFF PRESENT: Colleen Nicol, Susan Wilson, Susan Allen, Sherry Morton, and <br /> Angie Banjarjian <br /> ALSO PRESENT: Chani Beeman, Joan Donahue, Dvonne Pitruzello, Vivian Moreno, <br /> Scott Simpson, Dan Hantman, Brenda Martinez, Javier Moreno, <br /> Victoria Strelow, Kevin Dawson, Reina Canale, Gurumantra <br /> Khalsa, Burmalee Manut, and others <br /> Vice Chair Kane convened the meeting at 5:30 p.m. <br /> CITY ATTORNEY PRESENTATION <br /> Deputy City Attorney Wilson reported on the purpose and content of the Charter, the <br /> Charter Review Committee's scope of work and timeline, the purpose of the community <br /> meetings, and the Ralph M. Brown Act requirements on conduct of the meeting. <br /> ORAL COMMUNICATIONS FROM THE AUDIENCE <br /> Chani Beeman suggests the Charter more clearly define the duties and responsibilities <br /> of the Mayor Pro Tem and feels the Charter is wisely silent on the issue of part -time vs. <br /> full -time Councilmembers. <br /> Vivian Moreno addressed Charter Section 709 regarding nepotism and City contracts <br /> and Section 407 regarding elected officials' interference in administrative matters. <br /> Scott Simpson feels that the utility transfer to the General Fund is in contradiction of the <br /> State Constitution. <br /> Dvonne Pitruzello recommends formation of a Citizens Audit Committee. <br /> 1 <br />
