Date: 10 -17 -11 <br />Item No.: 3 <br />CHARTER REVIEW COMMITTEE <br />MONDAY, SEPTEMBER 19, 2011, 5:30 P.M. <br />MAYOR'S CEREMONIAL ROOM <br />MINUTES <br />PRESENT: Chair Thomas Evans, Vice -Chair Maureen Kane, and Members <br />Peter Benavidez, Karl Hicks, Brent Lee, Diana Medina, Jose <br />Medina, Damien O'Farrell, Michelle Ouellette, William Perez, <br />Michael Pope, David St. Pierre, Wendel Tucker, Sharon Tyrrell, and <br />Montgomery Van Wart <br />STAFF PRESENT: Colleen Nicol, Sherry Morton, and Susan Wilson <br />ALSO PRESENT: Mayor Ronald O. Loveridge, Councilmember Christopher Mac <br />Arthur, Alternate Mary Van Doren, Barbara Purvis, Jennifer Vaughn <br />Blakely, Mary Shelton, Mary Humboldt, Joan Donahue, Kevin <br />Dawson, and others <br />Chair Evans convened the meeting at 5:30 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Barbara Purvis spoke regarding the timing of City Council elections and Budget <br />adoption. Jennifer Vaughn Blakely spoke regarding the community meetings' format, a <br />citizen survey, and outreach. <br />APPROVAL OF MINUTES <br />It was moved by Member Hicks and seconded by Member O'Farrell to approve the <br />minutes of the meeting of August 15, 2011, as presented. Motion carried unanimously <br />with Member Perez abstaining. <br />INTERVIEW WITH MAYOR LOVERIDGE <br />Mayor Loveridge distributed supporting materials and reviewed recommendations he <br />forwarded to the Charter Review Committee during the last Charter review eight years <br />ago. He strongly supports the City Manager form of government, election of <br />Councilmembers by Ward, run -off elections, direct election of the Mayor, and the Mayor <br />having a vote in the legislative process. If a vote is granted, the veto power should not <br />be retained. He proposes the Pasadena model where they Mayor votes with seven <br />Councilmembers and five affirmative votes are required to take action. <br />Mayor Loveridge favors the City Council and Mayor continuing to be involved in <br />selection of members for City boards and commissions but does not support mandatory <br />1 <br />3 -1 <br />
