<br />AREA (APBIA) 2011/12 LEVY - RESOLUTION ADOPTION
<br />ISSUE
<br />The Arlington Business Improvement District ( "BID ") requires an annual process to levy the
<br />assessment that the business owners have imposed upon themselves. Today's Public Hearing is a
<br />mandatory step in that process. A resolution authorizing the levy of the assessment for the 2011/12
<br />fiscal year is being adopted.
<br />RECOMMENDATIONS
<br />That the City Council:
<br />Conduct the Public Hearing, and hear and rule on any protests to the APBIA assessment
<br />and projects for 2011/12;
<br />2. Confirm the September 2011 Annual Report of the Arlington Business Partnership acting in
<br />its capacity as the advisory board to the APBIA;
<br />3. Direct the Arlington Business Partnership (i) to expend revenues derived from the APBIA
<br />assessment and the $100,000 matching grant from the City and (ii) to operate programs and
<br />activities in accordance with Chapter 3.48 of the Riverside Municipal Code and the
<br />September 2011 Annual Report; and
<br />4. Adopt a Resolution to impose the assessment for the APBIA for business tax year 2011/12.
<br />BACKGROUND
<br />The City Council adopted a resolution on September 27, 2011, declaring its intention to impose an
<br />assessment for the Arlington BID for the fiscal year 2011/12, effective November 1, 2011, and set a
<br />Public Hearing for today. At that meeting, the annual report of the Arlington Business Partnership,
<br />acting as the advisory board to the APBIA, was included as supporting documentation to assist the
<br />City Council in making its decision to adopt the resolution. The Report included the history of the
<br />APBIA, proposed 2011/12 expenditures and programs, and the method and basis of levying the
