iax nr EkSID1 C IV e City Council Memorandum Cit �fAlrts Unn ovarion TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 4, 2011 FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 33 WARDS: ALL SUBJECT: REQUEST FOR PROPOSALS NO. 1274, INORGANIC AND ORGANIC CHEMICAL ANALYSES FOR THE RIVERSIDE WATER QUALITY CONTROL PLANT — CONTRACT AWARD ISSUE: The issue for City Council consideration is award of an Agreement for inorganic and organic chemical analyses for the Riverside Water Quality Control Plant (WQCP) with Test America Laboratories, Inc., in an amount not -to- exceed $56,000 for the period of July 1, 2011 through June 30, 2012. RECOMMENDATIONS That the City Council: Award an Agreement for inorganic and organic chemical analyses, Request for Proposals No. 1274, to Test America Laboratories, Inc., of Costa Mesa, California, in an amount not -to- exceed $56,000 for the period of July 1, 2011 through June 30, 2012; and 2. Authorize the City Manager, or his designee, to approve two (2) one -year extensions to the Agreement subject to the availability of budgeted funds. BACKGROUND The Riverside WQCP must provide effective treatment of domestic and industrial wastewater generated within the City of Riverside and in the communities of Highgrove, Rubidoux, Edgemont and Jurupa. This entails the operation of the primary, secondary and tertiary treatment processes to produce high quality treated effluent that complies with 100% of all state and federal requirements. Current flow is approximately 32 million gallons per day. On May 27, 2011, staff issued Request for Proposals (RFP) No. 1274 for a qualified firm to provide state certified inorganic and organic chemical analyses for the City of Riverside wastewater, receiving water, grit and screenings, industrial discharge and biosolids samples. Inorganic and organic chemical analyses are needed to conduct special studies in order to comply with the National Pretreatment Program (Environmental Protection Agency Rule 40 CFFR 403,) and the Santa Ana Regional Water Quality Control Board (Order No. R8- 2006 - 0009). 33 -1
