iax nr <br />EkSID1 <br />C IV <br />e City Council Memorandum <br />Cit �fAlrts Unn ovarion <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 4, 2011 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 33 <br />WARDS: ALL <br />SUBJECT: REQUEST FOR PROPOSALS NO. 1274, INORGANIC AND ORGANIC CHEMICAL <br />ANALYSES FOR THE RIVERSIDE WATER QUALITY CONTROL PLANT — <br />CONTRACT AWARD <br />ISSUE: <br />The issue for City Council consideration is award of an Agreement for inorganic and organic <br />chemical analyses for the Riverside Water Quality Control Plant (WQCP) with Test America <br />Laboratories, Inc., in an amount not -to- exceed $56,000 for the period of July 1, 2011 through June <br />30, 2012. <br />RECOMMENDATIONS <br />That the City Council: <br />Award an Agreement for inorganic and organic chemical analyses, Request for Proposals <br />No. 1274, to Test America Laboratories, Inc., of Costa Mesa, California, in an amount not -to- <br />exceed $56,000 for the period of July 1, 2011 through June 30, 2012; and <br />2. Authorize the City Manager, or his designee, to approve two (2) one -year extensions to the <br />Agreement subject to the availability of budgeted funds. <br />BACKGROUND <br />The Riverside WQCP must provide effective treatment of domestic and industrial wastewater <br />generated within the City of Riverside and in the communities of Highgrove, Rubidoux, Edgemont <br />and Jurupa. This entails the operation of the primary, secondary and tertiary treatment processes <br />to produce high quality treated effluent that complies with 100% of all state and federal <br />requirements. Current flow is approximately 32 million gallons per day. <br />On May 27, 2011, staff issued Request for Proposals (RFP) No. 1274 for a qualified firm to provide <br />state certified inorganic and organic chemical analyses for the City of Riverside wastewater, <br />receiving water, grit and screenings, industrial discharge and biosolids samples. <br />Inorganic and organic chemical analyses are needed to conduct special studies in order to comply <br />with the National Pretreatment Program (Environmental Protection Agency Rule 40 CFFR 403,) and <br />the Santa Ana Regional Water Quality Control Board (Order No. R8- 2006 - 0009). <br />33 -1 <br />
