iax nr <br />EkSID1 <br />C IV <br />e City Council Memorandum <br />Cit �fAlrts Unn ovarion <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 4, 2011 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 31 <br />WARD: 1 <br />SUBJECT: QUALITY MONITORING AND REPORTING SERVICES FOR THE CLOSED <br />TEQUESQUITE LANDFILL — CONTRACT AWARDS <br />ISSUES <br />The issues for City Council consideration are: 1) award of an Agreement for operations, <br />maintenance, monitoring and reporting services for the closed Tequesquite Landfill, and associated <br />landfill gas collection system and flare station with LANDTEC North America, Inc. in the amount of <br />$156,891; and 2) award of an Agreement for water quality monitoring and reporting services for the <br />closed Tequesquite Landfill with GeoLogic Associates, Inc. in the amount of $100,463. <br />RECOMMENDATIONS <br />That the City Council: <br />Award an Agreement for operations, maintenance, monitoring and reporting services for the <br />closed Tequesquite Landfill, and associated landfill gas collection system and flare station, <br />Request for Proposals No. 1282, to LANDTEC North America, Inc. of Colton, California in <br />the amount of $156,891 through June 30, 2012; <br />2. Authorize the City Manager, or his designee, to approve two (2) one -year extensions to the <br />Agreement with LANDTEC North America, Inc. subject to the availability of budgeted funds; <br />3. Award an Agreement for water quality monitoring and reporting services for the closed <br />Tequesquite Landfill, Request for Proposals No. 1284, to GeoLogic Associates, Inc. of <br />Claremont, California in the amount of $100,463 through June 30, 2012; and <br />4. Authorize the City Manager, or his designee, to approve two (2) one -year extensions to the <br />Agreement with GeoLogic Associates, Inc. subject to the availability of budgeted funds. <br />BACKGROUND <br />The Tequesquite Landfill (TL) is a 120 -acre Class III landfill, owned and operated by the City and <br />which was active from 1947 until February 1985. The City is required to maintain the TL as a <br />closed site and is responsible for landfill gas collection and migration control which includes <br />collection, destruction, monitoring and reporting of methane gas produced by the TL. In November <br />1998, the Santa Ana Regional Water Quality Control Board (SARWQCB) adopted Order No. 98 -99- <br />06 requiring quarterly groundwater and surface water sampling, monitoring and reporting at the <br />31 -1 <br />
