iax nr <br />EkSID1 <br />C IV <br />e City Council Memorandum <br />Cit �fAlrts Unn ovarion <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 4, 2011 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 29 <br />WARDS: 1 and 2 <br />SUBJECT: APPROVAL OF A LANDSCAPE MAINTENANCE AGREEMENT BETWEEN THE <br />CITY OF RIVERSIDE AND STATE OF CALIFORNIA DEPARTMENT OF <br />TRANSPORTATION FOR LANDSCAPE MAINTENANCE ON STATE ROUTE 91 <br />FROM THE UNIVERSITY AVENUE UNDERCROSSING TO FIRST STREET <br />ISSUE <br />The issue for City Council consideration is approval of a Landscape Maintenance Agreement <br />between the City of Riverside and State of California Department of Transportation (Caltrans) for <br />maintenance of landscaping, decorative wall treatments, hardscape and automatic irrigation <br />systems on State Route (SR) 91 from the University Avenue Undercrossing to First Street. <br />RECOMMENDATION <br />That the City Council approve a Landscape Maintenance Agreement between the City of Riverside <br />and Caltrans for maintenance of landscaping, decorative wall treatments, hardscape and automatic <br />irrigation systems on SR 91 from the University Avenue Undercrossing to First Street. <br />BACKGROUND <br />On August 8, 2011, the City of Riverside began maintaining the landscaped areas along SR 91 from <br />the University Avenue Undercrossing to First Street through an encroachment permit obtained from <br />Caltrans. Maintaining the landscaped areas along this section of SR 91 allows the City to ensure <br />beautification of the entrances into the City, as well as enhance the visual experience of drivers <br />visiting Downtown Riverside. <br />The subject area is approximately 9,790 square meters and includes the landscaped areas of the <br />University Avenue and Mission Inn Avenue on and off ramps, as well as the landscaped area <br />parallel to the freeway along Vine Street from Mission Inn Avenue to First Street, as shown in <br />Exhibit "A" of the Landscape Maintenance Agreement. Landscape maintenance services include: <br />routine maintenance of plantings; irrigation pipes; automatic irrigation systems, including water and <br />power; bubblers; overhead sprinklers; automatic valves controlled by solar controllers; hardscape, <br />including rock blanket and pavers; and textured retaining walls as needed. <br />29 -1 <br />
