Hicks, Brent W. Lee, Diana Medina, Jose Medina, Damien R. <br />O'Farrell, Michelle Ouellette, Michael D. Pope, David A. St. Pierre, <br />Wendel W. Tucker, and Sharon L.B. Tyrrell <br />ABSENT: William J. Perez and Montgomery Van Wart <br />STAFF PRESENT: Colleen Nicol, Gregory Priamos, Sherry Morton, Paul Sundeen, <br />Cheryl Johannes, Susan Wilson, Susan Allen, and Brent Mason <br />ALSO PRESENT: Alternate Mary T. Van Doren, Jennifer Vaughn - Blakely, Scott <br />Simpson, Bob Stockton, Mary Shelton, Joan Donahue, Chani <br />Beeman, Harry Hood, Kevin Dawson, Mary Humboldt, and June <br />O'Connor <br />Chair Evans convened the Charter Review Committee at 5:30 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Jennifer Vaughn - Blakely spoke regarding placement of public comment on the agenda. <br />Bob Stockton spoke regarding appointment and removal of the Director of Public <br />Utilities and recommending that the Director of Public Utilities report directly to the City <br />Manager. Kevin Dawson spoke regarding the Friends of Riverside's Hills' lawsuit with <br />Bradley Estates and City contracts for services with Best, Best, and Krieger. June <br />O'Connor spoke regarding placement of public comment on the agenda. Mary Shelton <br />spoke regarding public comment, the financial stability of the City, and ethics. <br />APPROVAL OF MINUTES <br />It was moved by Member St. Pierre and seconded by Member Lee to approve the <br />minutes of the meeting of July 18, 2011, as presented. Motion carried unanimously. <br />INTERVIEW WITH ASSISTANT CITY MANAGER/CFO/TREASURER <br />Assistant City Manager /CFO/Treasurer Paul Sundeen reviewed recommended changes <br />to the City Charter as outlined in the written materials including updating of staff position <br />titles and reporting requirements, addition of proposed Section 705 regarding the City <br />Auditor, minor non - substantive amendments to the Budget process, deletion of obsolete <br />references to special levies for library purposes, and contracts. Mr. Sundeen answered <br />questions from Committee members regarding the bid process and City Council <br />3 -1 <br />
