1 RESOLUTION NO. 22255 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> RIVERSIDE, CALIFORNIA, ORDERING, CALLING, PROVIDING <br /> 3 FOR AND GIVING NOTICE OF A SPECIAL MUNICIPAL <br /> ELECTION TO BE HELD IN THE CITY OF RIVERSIDE ON THE <br /> 4 8TH DAY OF NOVEMBER, 2011, FOR THE PURPOSE OF <br /> 5 SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY OF <br /> RIVERSIDE A SPECIAL TAX TO BE USED FOR CITY LIBRARY <br /> 6 SERVICES, AND GIVING NOTICE AND ORDERING THAT SAID <br /> SPECIAL MUNICIPAL ELECTION IS CONSOLIDATED WITH ALL <br /> 7 OTHER ELECTIONS BEING HELD IN THE SAME TERRITORY ON <br /> THE SAME DATE. <br /> 8 <br /> 9 WHEREAS, the City of Riverside's Public Library system provides life -long learning <br /> 10 services for all residents including children, teens, adults, and seniors; and <br /> WHEREAS, a variety of programs and services are provided at the City libraries including <br /> 11 <br /> after- school programs for children, programs for seniors, and materials for hearing and vision <br /> 12 <br /> impaired individuals; and <br /> 13 <br /> WHEREAS, in 1992 the State of California shifted property tax dollars from City of <br /> 14 <br /> Riverside and the Library to the State's Education Revenue Augmentation Fund to meet the State's <br /> 15 <br /> obligation to K -12 schools; and <br /> 16 <br /> WHEREAS, on March 5, 2002, voters approved Measure "C" with a 69.03% majority, <br /> 17 <br /> establishing a dedicated revenue source for libraries through an annual $19 per parcel special tax for <br /> 18 <br /> a period of ten (10) years; and <br /> 19 <br /> WHEREAS, Measure "C" funding provides $1.3 million annually, which accounts for 24 % <br /> 20 <br /> of the Library budget, to provide library programs and services throughout the City of Riverside; and <br /> 21 <br /> WHEREAS, Measure "C" will expire in July, 2012, and it is necessary to continue this <br /> 22 <br /> funding source beyond its current sunset date of July, 2012, in order to maintain library services at <br /> 23 <br /> their current levels; and <br /> 24 <br /> WHEREAS, due to additional State Budget cut backs, the Riverside Library will experience <br /> 25 <br /> a decrease in funding in the amount of $71,000 for Fiscal Year 2011/12; and <br /> 26 <br /> WHEREAS, on June 27, 2011, the Board of Library Trustees voted to recommend to the City <br /> 27 <br /> Council that the City Council place such special tax on the ballot at the earliest feasible election; and <br /> 28 <br /> CITY ATTORNEY'S OFFICE <br /> 3900 MAIN STREET <br /> RIVERSIDE, CA 92522 <br /> (951) 826 -5567 <br />
