.: 5 S <br /> IMPARTIAL ANALYSIS BY CITY ATTORNEY <br /> City of Riverside Measure I = . <br /> The City of Riverside administers the City's public library system. The published mission <br /> of the Riverside Public Library is to foster the growth of an informed community by <br /> providing books and other library resources, promoting personal competency in seeking <br /> and evaluating information and presenting quality programs in a welcoming <br /> environment. <br /> The Library is primarily funded by a combination of property tax revenues, the City's <br /> general fund and library parcel tax funds from the existing $19 parcel tax approved by <br /> voters in 2002. The parcel tax approved in 2002 will expire in 2012 if not renewed. If <br /> the voters of the City of Riverside approve the measure described below, the annual <br /> $19 special tax would continue to be levied on each parcel of real property within the <br /> City of Riverside to generate funds for the exclusive use of the Library. <br /> This measure will authorize the City Council of the City of Riverside to renew the annual <br /> levy of a special tax on or with respect to parcels of property in an amount not to exceed <br /> $19 per parcel for a period of 10 years. The funds generated would be solely used to <br /> provide additional funding to the Library to maintain the operating hours of the public <br /> library's current eight branches, maintain after - school programs for children and service <br /> more than 350 public computer stations. <br /> The Riverside County Tax Collector, using the property tax rolls, would collect the <br /> special tax from the 2012 -2013 fiscal year to the 2021 -2022 fiscal year. State law would <br /> require the Riverside County Treasurer to place all funds collected in a special trust <br /> account for Public Library purposes. The Treasurer must then make a special annual <br /> report on the trust account. The City of Riverside estimates that the proposed measure <br /> would generate approximately $1,430,000 each year. When this money is transferred to <br /> the City, the funds will be segregated from other funds of the City and will not be part of <br /> its general fund. Under state law, the City could use the funds generated only for the <br /> Public Library purposes outlined above and would be audited annually. <br /> This impartial analysis is hereby submitted to the elections official in conformance with <br /> Section 9280 of the Elections Code of the State of C. •rnia. <br /> Ale <br /> Dated: August 3 , 2011 <br /> Greg a ry P.
