The policy document was the product of considerable discussion within the <br />Ô»¿¹«»­ Ý·¬§ Ó¿²¿¹»®­ department, as well as key League policy committees. The policy <br />encompasses many of the long-standing financial issues in public retirement systems, but also <br />some of the more recent discussions and proposals regarding pension reform at the state and <br />local level. <br />For more, see Page 2. <br />GOVERNOR SIGNS SECOND BELL BILL, SIX BILLS REMAIN IN LEGISLATURE <br />This week, Gov. Jerry Brown signed AB 23 (Smyth) the second Bell bill to reach his desk. AB 93 <br />(Lara), signed earlier this year, allows the city of Bell to use procedures different than what their <br />charter authorized for certification and declaration of their March 8, 2011 election results, and <br />install the newly elected officers. AB 23 (Smyth) requires that, prior to holding a serial or <br />simultaneous meeting, the clerk or a member of the legislative body announce the compensation <br />that members of the legislative body will receive for attending the serial or simultaneous meeting. <br />For more, see Page 2. <br />
