City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: PUBLIC WORKS DEPARTMENT <br />DATE: August 9, 2011 <br />ITEM NO: 38 <br />WARDS: ALL <br />SUBJECT: RIVERSIDE REGIONAL WATER QUALITY CONTROL PLANT (WQCP) —BID <br />NO. 6969 FOR RIVERSIDE REGIONAL WATER QUALITY CONTROL PLANT <br />PHASE I PLANT EXPANSION — PROJECT MANAGEMENT FACILITY— <br />CONSTRUCTION CONTRACT AWARD <br />ISSUE: <br />The issue for City Council consideration is award of a construction contract for installation of the site <br />utilities and construction of a parking lot for the Riverside Regional Water Quality Control Plant <br />(WQCP) Expansion Project Management Facility. <br />RECOMMENDATION <br />That the City Council award a contract for the WQCP Phase I Expansion— Project Management <br />Facility, Bid No. 6969 to Kasa Construction located in Ontario, California, in the amount of <br />$729,001. <br />BACKGROUND <br />On February 15, 2011, the City Council approved a Construction Management Resources Plan for <br />the WQCP Plant Expansion Project. The plan includes a 3,600 square foot modular building and <br />associated parking lot to house the City construction management team. This project will provide <br />for site grading, utilities, parking lot and landscaping for the Project Management Facility. The <br />modular building is being supplied and installed under a separate contract. <br />On July 19, 2011, nine (9) bids were received for this Project (Attachment 1). The lowest responsive <br />bid of $729,001 was submitted by Kasa Construction, Incorporated, and is 9% lower than the <br />Engineer's estimate. <br />The Purchasing Services Manager concurs with the recommendation above. <br />WON <br />
