RJ 1' E L�,:S <br />Ci �f,4rts & Innovarion City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: August 9, 2011 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 16 <br />WARD: 4 <br />SUBJECT: BURLINGTON NORTHERN SANTA FE RAIL COORIDOR QUIET ZONE —BID NO. <br />6988 —JANE STREET RAILROAD CROSSING CLOSURE — CONTRACT AWARD <br />ISSUE <br />The issue for City Council consideration is award of a construction contract to construct street cul- <br />de -sacs on both sides of the at -grade railroad crossing of Jane Street and Burlington Northern <br />Santa Fe (BNSF) Railroad and close Jane Street to through traffic. <br />RECOMMENDATION <br />That the City Council award a contract for Bid No. 6988 —Jane Street Railroad Crossing Closure to <br />Mamco, Inc., located in Riverside, California, in the amount of $218,117.75. <br />BACKGROUND <br />On April 26, 2011, the City Council adopted a Resolution to summarily vacate the Jane Street <br />crossing at the BNSF railroad tracks, and directed the Public Works Department to take the <br />necessary steps to close and abandon the crossing. <br />The project will permanently close Jane Street by constructing street cul -de -sacs on both sides of <br />the railroad tracks. The project will also install a six -foot high decorative heavy duty fence on both <br />sides of the railroad tracks within the limits of the street right -of -way to dissuade pedestrians from <br />crossing the tracks. Concurrent with this project, railroad forces will remove the existing crossing <br />panels and the railroad warning equipment from the crossing. <br />Construction of this project is expected to start in September and be completed in eight weeks. <br />On July 19, 2011, five (5) bids were received for the construction of this project (Attachment 1). The <br />lowest responsive bid is from Mamco, Inc., in the amount of $218,117.75, which is $ 31,882.25 or <br />12.8% below the Engineer's estimate. <br />The Purchasing Services Manager concurs with the recommendation above. <br />16 -1 <br />
