CITY Of <br />RIVERSIDE <br />Cit 6fArt.s Unrovation City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: August 9, 2011 <br />FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 25 <br />PLANNING DIVISION <br />WARD: 5 <br />SUBJECT: PLANNING CASE P11 -0192 — CALIFORNIA BAPTIST UNIVERSITY — <br />3747 MONROE STREET <br />ISSUE <br />This request is a proposal by California Baptist University (CBU) to consider a revised Conditional <br />Use Permit to establish a 317 space parking lot and renovate the A.C.E. Hawthorne House for <br />incorporation into the CBU campus, located on six contiguous parcels totaling approximately 4.02 <br />acres located at 3747 Monroe Street, situated on the southeasterly corner of Magnolia Avenue <br />and Monroe Street, in the R -1- 7000 -SP — Single Family Residential and Specific Plan (Magnolia <br />Avenue) Overlay Zones. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Determine the proposed project will not have a significant effect on the environment based <br />upon the findings and mitigation measures set forth in the case record and adopt a <br />mitigated Negative Declaration; <br />2. Adopt the attached Mitigation Monitoring or Reporting Program (MMRP) pursuant to <br />Section 21081.6 of CEQA; and <br />3. Approve Planning Case P11 -0192 based on and subject to the Planning Commission <br />findings and recommended conditions found in the attached staff report. <br />STAFF /PLANNING COMMISSION RECOMMENDATIONS <br />Staff recommended approval subject to the recommended conditions of approval. On July 7, <br />2011, the Planning Commission recommended approval of Planning Case P11 -0192 by a vote of <br />6 ayes, 0 noes and 0 abstentions, subject to staff's recommended conditions. <br />25 -1 <br />
