ART PICK COUNCIL CHAMBER CITY HALL City of Arts Unnovation 3900 MAIN STREET WARDS G A R D E R 1 MEMBERS M E L E D R z 2 B A I L Y 3 D A V I S 4 M A C R T U R 5 H A R T 6 A D A M S 7 Resolution No. 22254 of the City Council of Riverside, California, Making its Findings and Determinations in the Matter of Resolution of Intention No. 22232; and Making its Order Vacating Approximately 12,588 Square -Feet of Fairmount Boulevard, Located Between University Avenue and Whittier Place and Approximately 1,000 Square -Feet of a Public Alley Motion X Contiguous and Perpendicular to and West of Fairmount Boulevard, in Second X Riverside, California, was presented and adopted. All Ayes DISCUSSION CALENDAR SEIZING OUR DESTINY - AGREEMENT - CONVENTION CENTER EXPANSION AND RENOVATION - 3443 ORANGE Following discussion, the City Council (1) awarded a design -build agreement to Turner Construction Company, Anaheim, in an amount not -to -exceed $30,750,000 for design and construction services to expand and renovate the Convention Center located at 3443 Orange Street; (2) authorized the preparation of a design -build agreement with Turner Construction Company for the project; (3) authorized the City Manager, or his designee, to issue change orders in an amount not -to -exceed 15 percent ($4,612,500) of the project budget for construction changes including, but not limited to, owner requested changes, unforeseen conditions, and design improvements; (4) approved a total project budget of $36 million including design, construction, contingency, project management, fees, permits, testing, and inspections; (5) conceptually approved the issuance of debt by the General Fund in an amount sufficient to generate $30 million of construction proceeds for the Convention Center project; (6) conceptually approved the allocation of $6 million in Redevelopment Funds from the Merged Downtown/Airport- Hunter Park/Northside Redevelopment Project Area; (7) authorized a supplemental appropriation in the amount of $36 million to a project account as established by the Finance Division; (8) authorized the City Manager, or his designee, to execute the design -build Agreement including making minor, non -substantive changes, and to sign all documents and instruments necessary to implement the Project; and (9) directed staff to return to the Motion X City Council with final recommendations regarding the financing structure for Second X the project within 90 days. All Ayes STATE ALTERNATIVE REDEVELOPMENT PROGRAM - ORDINANCE INTRODUCED Following discussion, the City Council introduced an ordinance to continue the existence and operation of the Redevelopment Agency; whereupon, the title "An Ordinance of the City Council of the City of Riverside, California, Determining it Will Comply with the Voluntary Alternative Redevelopment 97-14
