Adopt the Resolution ordering, providing for, and giving notice of a special municipal election <br />to be held on the 8 day of November 2011 for the purpose of submitting to the qualified <br />electors of the City of Riverside a special tax to be used for City Library services, and giving <br />notice that said special municipal election is to be consolidated with all other elections being <br />held in the same territory on the same date; and <br />2. Authorize a supplemental appropriation from General Fund reserves in the amount of <br />$85,000 to an account number assigned by the Finance Division to place the Library Parcel <br />Tax on the November ballot. <br />BOARD OF LIBRARIES TRUSTEES RECOMMENDATION <br />On June 27, 2011, the Library Board of Trustees unanimously voted to recommend placing a <br />measure on the November ballot to renew the current Library Parcel Tax for an additional ten years <br />(Exhibit B). <br />FINANCE COMMITTEE RECOMMENDATION <br />On July 13, 2011, the Finance Committee unanimously voted to recommend placing a measure on <br />the November ballot to renew the current Library Parcel Tax for an additional ten years. <br />BACKGROUND <br />In 1992, the State of California (State) shifted property tax dollars from the City and the Library to <br />the State's Education Revenue Augmentation Fund to meet the State's obligation to K -12 schools. <br />To combat the State's shifting of property tax dollars, the voters of the City of Riverside approved <br />Measure C (Measure) with 69.03% approval on March 5, 2002. The Measure enacted an annual <br />$19 per parcel special tax for a period of ten years, restricted for library purposes, which will sunset <br />on June 30, 2012. <br />For Fiscal Year 2011/12, the Measure will provide approximately $1.43 million, which accounts for <br />22% of the Library budget. In order to continue this funding, voter approval is required. California <br />17 -1 <br />
