Under the terms of the proposed agreement, the consultant will work with local jurisdictions, the state, and federal agencies and will complete the following primary milestones: • Prepare a written RUASI CI /KR Strategy Report, a 3 -year RUASI Strategy Plan, and a 3- year RUASI Critical Infrastructure Protection Strategy Plan; • Identify the vulnerability of people, property, the environment, and critical facilities to each hazard within each local jurisdiction (as identified in the 2010 RUASI Risk and Gap Analysis). The region's existing Critical Infrastructure and Key Resources inventory will be used as the primary source for location identification; additional locations will be added as needed; • Conduct a survey of the equipment and response capabilities of the agencies within the RUASI relating to the threats and hazards identified in the Hazard and Risk Analysis. The survey may involve data gathering sessions, web -based surveys, written surveys, and other research; • Develop a written inventory and strategy section concerned with development of a comprehensive written inventory of capabilities and resources within the Region and matching them to the Region's identified hazards and risks; and • Identify the need and priority for strategically placed equipment in the Region (equipment in surrounding areas that may be available through Mutual Aid). Based on the work previously completed by MLC and Associates, Inc. during the first phase of this grant- funded project, MLC and Associates' knowledge of the agencies within the UASI, and their close working knowledge of the threats within the UASI region, it is proposed that MLC and Associates, Inc. be awarded the attached contract to conduct the second phase of the Risk and Gap Analysis Project. Section 2 -4 of the City's Administrative Manual provides that formal competitive selection requirements for procurement of professional services may be waived if determined to be in the best interest of the City to do so. The City's Purchasing Manager concurs with this proposal and the City Manager has determined that based on the reasons stated that it is in the best interest of the City to do so. FISCAL IMPACT UASI grant funding in the amount of $200,000 is available for this project (Acct # 914010861- 44045200). There is no General Fund cost associated with this project.
