Agreement <br />Jirh v 'b, '011 <br />Page 2 qf2 <br />of UASI resources and federal homeland security funds. <br />Under the terms of the proposed agreement, the consultant will work with local jurisdictions, the <br />state, and federal agencies and will complete the following primary milestones: <br />• Prepare a written RUASI CI /KR Strategy Report, a 3 -year RUASI Strategy Plan, and a 3- <br />year RUASI Critical Infrastructure Protection Strategy Plan; <br />• Identify the vulnerability of people, property, the environment, and critical facilities to each <br />hazard within each local jurisdiction (as identified in the 2010 RUASI Risk and Gap <br />Analysis). The region's existing Critical Infrastructure and Key Resources inventory will be <br />used as the primary source for location identification; additional locations will be added as <br />needed; <br />• Conduct a survey of the equipment and response capabilities of the agencies within the <br />RUASI relating to the threats and hazards identified in the Hazard and Risk Analysis. The <br />survey may involve data gathering sessions, web -based surveys, written surveys, and other <br />research; <br />• Develop a written inventory and strategy section concerned with development of a <br />comprehensive written inventory of capabilities and resources within the Region and <br />matching them to the Region's identified hazards and risks; and <br />• Identify the need and priority for strategically placed equipment in the Region (equipment in <br />surrounding areas that may be available through Mutual Aid). <br />Based on the work previously completed by MLC and Associates, Inc. during the first phase of this <br />grant- funded project, MLC and Associates' knowledge of the agencies within the UASI, and their <br />close working knowledge of the threats within the UASI region, it is proposed that MLC and <br />Associates, Inc. be awarded the attached contract to conduct the second phase of the Risk and <br />Gap Analysis Project. Section 2 -4 of the City's Administrative Manual provides that formal <br />competitive selection requirements for procurement of professional services may be waived if <br />determined to be in the best interest of the City to do so. The City's Purchasing Manager concurs <br />with this proposal and the City Manager has determined that based on the reasons stated that it is <br />in the best interest of the City to do so. <br />FISCAL IMPACT <br />UASI grant funding in the amount of $200,000 is available for this project (Acct # 914010861- <br />44045200).
