Cit 4 1 : 41 11 1 . 5 City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY <br />CITY COUNCIL <br />FROM: DEVELOPMENT DEPARTMENT <br />DATE: July 26, 2011 <br />ITEM NO: 34 <br />WARD: ALL <br />SUBJECT: PROFESSIONAL SERVICE AGREEMENT FOR TESTING AND INSPECTION <br />SERVICES FOR THE DOWNTOWN FIRE STATION. <br />ISSUE: <br />The issue before the City Council is whether to award a Professional Service Agreement to Heider <br />Engineering Services, Inc., for testing and inspection services for the Downtown Fire Station. <br />RECOMMENDATIONS <br />That the City Council: <br />Authorize the award of a Professional Service Agreement (Exhibit A) to Heider Engineering <br />Services, Inc. in the amount of $55,826 for testing and inspection services for the Downtown <br />Fire Station plus $11,165 of contingency, for a not -to- exceed total of $66,991; and <br />2. Authorize the City Manager, or his designee, to execute the Professional Service Agreement <br />with Heider Engineering Services, Inc., including making any minor non - substantive changes <br />needed to implement the agreement. <br />BACKGROUND <br />On March 1, 2011, the City Council awarded Bid No. 6933 to Edge Development for the <br />construction of the Downtown Fire Station and authorized appropriation of $200,000 for permits and <br />testing and inspection services. A Request for Proposals for Testing and Inspections Services was <br />posted on the City's on -line bid site (RFP No. 1268) and closed March 11, 2011. City staff received <br />proposals from seven qualified companies. Upon review of all proposals received, staff is <br />recommending the selection of Heider Engineering Services, Inc., for testing and inspection <br />services in the amount of $55,826 plus a (20) twenty percent contingency of $11,165 for a total <br />amount of $66,991. Prior construction of City Fire Stations Nos. 6, 13, and 14 and the Emergency <br />Operations Center has shown the need for a larger- than - normal contingency to support the added <br />building code requirements for Essential Service Facilities. <br />34 -1 <br />
