<br />DISTRICT — SUPPLEMENTAL APPROPRIATION
<br />ISSUE
<br />The Parks, Recreation and Community Services Department is seeking authorization to execute
<br />an agreement with the Alvord Unified School District (AUSD) for an after - school program for
<br />youth, funded by the After School Education and Safety Grant (ASES) from the California
<br />Department of Education.
<br />RECOMMENDATIONS
<br />That the City Council:
<br />1. Authorize the City Manager, or his designee, to execute the agreement with Alvord Unified
<br />School District and make non - substantive changes in documents, and
<br />2. Upon award, appropriate revenue and expenditures in the amount of $389,516 to the
<br />AUSD PRIME Time and HALF Time After - School project account as assigned by the
<br />Finance Division as follows: $380,816 to Part -time Salaries /Labor Overhead, and $8,700
<br />to Operating Grant.
<br />BACKGROUND
<br />Since September 1999, the City has been a collaborative partner with AUSD in providing free
<br />after - school programs to elementary and middle school students. For the 2011/12 school year,
<br />AUSD has received the After School Education and Safety Grant from the California Department
<br />of Education in the amount of approximately $3,569,097. This funding will enable the PRIME
<br />Time (Partners in Riverside Investing in Middle School Education) and HALF Time (Hours After -
<br />school for Learning and Fun) after - school programs to operate at four middle schools and 11
<br />elementary schools respectively. The program gives the City an opportunity to provide after -
<br />school tutoring, recreational activities, and physical fitness activities to address the obesity
<br />epidemic. Additionally, the program provides youth a safe environment between the hours of
<br />2:00 p.m. — 6:00 p.m., Monday through Friday. Annually, the after - school program assists
<br />approximately 21,000 students.
