Rj 1' E L�,:S <br />Ci �f,4rts & Innovarion City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: FIRE DEPARTMENT <br />DATE: July 26, 2011 <br />ITEM NO: 37 <br />WARD: ALL <br />SUBJECT: APPROVAL OF PROFESSIONAL CONSULTANT SERVICES AGREEMENT <br />WITH WILDAN HOMELAND SOLUTIONS FOR INCIDENT COMMAND <br />SYSTEM (ICS) TRAINING FOR THE RIVERSIDE URBAN AREA SECURITY <br />INITIATIVE (UASI) REGION <br />ISSUE: <br />At issue is whether to approve the attached agreement with Wildan Homeland Solutions for a series <br />of ICS trainings for the Riverside UASI region. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Approve the attached agreement with Wildan Homeland Solutions in the amount of $69,090 <br />for conducting the ICS Training courses; and <br />2. Authorize the City Manager or his designee to execute the attached agreement and make <br />non - substantive changes. <br />BACKGROUND <br />One of Riverside UASI's responsibilities is to provide training that increases the Inland Empire's <br />ability to respond to and recover from natural, man -made, and technological disasters. Incident <br />Command System (ICS) training is the primary training program for first responders charged with <br />disaster response and recovery. <br />Wildan Homeland Solutions is a nationally recognized training provider of disaster and emergency <br />response training. The ICS training they provide is FEMA compliant under the National Incident <br />Management System. <br />The Riverside UASI will conduct a series of ICS training classes for the region using the <br />professional services of Wildan Homeland Solutions. The classes (ICS 100 — Introduction, ICS 200 <br />— Basic, ICS 300 — Intermediate, and ICS 400 — Advanced) are presented in a progressive order so <br />that first responders can progress from Introduction to Advanced.
