CITY OF <br />kIVEKSIDE <br />Crr ,.Arts Unnovation City Council IVlemorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: JULY 26, 2011 <br />FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 11 <br />PLANNING DIVISION <br />WARD: 1 <br />SUBJECT: PLANNING CASE P11 -0199 — PROPOSAL BY RIVERSIDE COMMUNITY <br />COLLEGE DISTRICT TO VACATE AN APPROXIMATELY 13,588 SQUARE <br />FOOT SEGMENT OF FAIRMOUNT BOULEVARD AND A MID -BLOCK ALLEY <br />BETWEEN UNIVERSITY AVENUE AND WHITTIER PLACE <br />ISSUE <br />This request is a proposal by the Riverside Community College District (RCCD) to vacate <br />approximately 13,588 square feet of public right -of -way, consisting of a segment of Fairmount <br />Boulevard, between University Avenue and Whittier Place, and a segment of a mid -block alley, <br />located west of Fairmount Boulevard, between University Avenue and Whittier Place. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Determine that the proposed project will not have a significant effect on the environment <br />pursuant to Section 15061(b)(3) of the California Environmental Quality Act, as it can be <br />seen with certainty that there is no possibility that this project will have a more significant <br />effect on the environment than that previously analyzed in conjunction with the Mitigated <br />Negative Declaration certified by the RCCD in 2006, which included an analysis of the <br />proposed vacation; <br />2. Approve Planning Case P11 -0199 based on and subject to the Planning Commission <br />findings and recommended conditions (as revised since the Planning Commission meeting) <br />found in the attached staff report; and <br />3. Adopt the attached resolution and instruct the City Clerk that it is not to be recorded until all <br />conditions have been met. <br />11 -1 <br />
