CHARTER REVIEW COMMITTEE <br />MONDAY, MAY 23, 2011, 5:30 P.M. <br />MAYOR'S CEREMONIAL ROOM <br />MINUTES <br />PRESENT: Chair Thomas P. Evans, Vice Chair Maureen K. Kane, and <br />Members Peter Benavidez, Karl L. Hicks, Diana Medina, Damien R. <br />O'Farrell, Michelle Ouellette, William J. Perez, Michael D. Pope, <br />David A. St. Pierre, Sharon L. B. Tyrrell, and Montgomery Van Wart <br />ABSENT: Members Brent W. Lee and Wendel W. Tucker <br />STAFF PRESENT: Colleen Nicol, Gregory Priamos, Susan Wilson, Bradley Hudson, <br />Councilmember Melendrez, Susan Allen, and Angie Banjarjian <br />ALSO PRESENT: Alternate Mary T. Van Doren, Kevin Dawson, Mary Shelton, Tom <br />Donahue, and others <br />Chair Evans convened the meeting at 5:30 p.m. followed by self- introductions. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Kevin Dawson requested a public comment period at the end of the meeting. Mary <br />Shelton spoke regarding the scheduled ethics training. <br />APPROVAL OF MINUTES <br />It was moved by Member St. Pierre and seconded by Member O'Farrell to approve the <br />minutes of the meeting of March 14, 2011, as presented. Motion carried unanimously <br />with Members Benavidez and Hicks abstaining. <br />Chair Evans and City Attorney Priamos explained that recommendations from this <br />Committee require ten affirmative votes to be forwarded to the City Council. The <br />Committee's final report to the City Council is due at the last meeting in January of <br />2012. The City Council will determine measures to be placed on the June 2012 ballot. <br />INTERVIEW WITH CITY MANAGER <br />City Manager Hudson reported that from an administrative perspective the Charter is <br />fairly functional. The implementation of technology in operations is not addressed <br />resulting in redundant processes, particularly in purchasing and other business <br />practices. He suggested the current Budget adoption procedure be reviewed in <br />consideration of the uncertainty of the annual State Budget timeline. The division of <br />authority through administrative, legislative, and legal branches is appropriate, including <br />City Council confirmation of the Treasurer and Controller.
