CITE' OF RIVERSIDE it <br />CITY COUNCIL MEMORANDUM <br />HONORABLE MAYOR AND C'I'TY COUNCIL <br />DATE: May 12, 1992 <br />ITEM No�. : 10 <br />SUBJECT: APPROVAL OF OUTSIDE VENDOR FOR PARKING CITATION PROCESSING <br />On February 18, 1992, City Council increased the parking citation bails <br />$5.00 per citation, approved hiring four Police Service Representatives <br />for additional parking enforcement and approved the concept of hiring an <br />outside contractor to provide administrative Processing of parking <br />citations. <br />A Request for Proposal (RFP) was issued to interested parties to bid on <br />a parking citation system and six responses were received. Staf <br />analysis selected the top three providers for an oral presentation of <br />each respective system. <br />Based on the presentations, overall company capabilities, conversion <br />flexibility, equipment needs and current client references, Phoenix <br />Group was selected as the best qualified to meet the City's parking <br />citation issuance and processing needs. <br />The Phoenix G <br />91,p, proposal would charge $1.38 per citation including all <br />necessary equipment and hand held ticketing devices. A 35% additional <br />commission would be charged for all out of State Citations that are <br />collected after DMV involvement is required. <br />The anticipated start date for the parking citation processing system is <br />July 1, 1992. It is necessary to purchase an adequate supply of ticket <br />stock before the handhelds can be placed into operation. This up front <br />cost of $.38 per citation is included in the total processing fee, <br />reducing the net charge to $1.00 per citation. The recommended annual <br />ticket stock requirement would be 60,000 citations. We recommend <br />purchasing 30,000, or a six month supply, at this time. <br />The anticipated revenues have been included in the 1992-93 budget. The <br />necessary expenditures of $83,000, which includes processing tickets, <br />unbudgeted ticket stock and the percentage fee related to out of state <br />tickets needs to be included in the 1992-93 budget. <br />Currently, all citation stock is purchased by the Police Department. In <br />order to consolidate administrative control, citation stock requirements <br />will be handled by the Finance Department-Revenue Division. six <br />thousand dollars currently budgeted by the Police Department needs to be <br />transferred to the Finance Department - Revenue Division's budget and <br />carried over to the next fiscal year.
