CHARTER REVIEW COMMITTEE <br />MONDAY, MARCH 14, 2011, 5:30 P.M. <br />MAYOR'S CEREMONIAL ROOM <br />MINUTES <br />PRESENT: Chair Evans and Members Maureen K. Kane, Damien R. O'Farrell, <br />Michelle Ouellette, Michael D. Pope, David A. St. Pierre, Wendel <br />W. Tucker, Sharon L. B. Tyrrell, and Montgomery Van Wart <br />ABSENT: None <br />STAFF PRESENT: Colleen Nicol, Susan Wilson, Susan Allen, and Angie Banjarjian <br />ALSO PRESENT: Alternate Brent W. Lee, Jim Perry, Bill Perez, John Brandriff, Taffi <br />Brandriff, Harry Hood, June O'Connor, Mary Shelton, Kevin <br />Dawson, Christina Duran, and others <br />Chair Evans convened the meeting at 5:30 p.m. followed by self - introductions. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />John Brandriff expressed concern that not all City Council Wards are represented on <br />the Committee. Christina Duran asked why the second Alternate was not present. <br />Mary Shelton commented on the role of Alternates on the Committee, representation on <br />the Committee from all Wards, and the Public Utilities General Fund transfer. <br />ELECTION OF VICE -CHAIR <br />Following discussion, it was moved by Member Ouellette and seconded by Member <br />Tyrrell that Maureen Kane be selected as Vice - Chair. Motion carried unanimously. <br />CHARTER REVIEW PROCESS <br />City Clerk Nicol reviewed the Charter review process conducted in 2003/04, the ballot <br />measures placed before voters on November 2, 2004, the timeline for completion of <br />Committee work with a final report to the City Council on January 24, 2012, Committee <br />record keeping, public access to Committee records, and upcoming Code of Ethics <br />training scheduled for April 18, 2011. <br />COMMITTEE CHARGE AND SCOPE - BROWN ACT <br />Deputy City Attorney Wilson reviewed the Charter Review Committee Charge and <br />Scope as adopted by the City Council indicating that two- thirds Committee approval (six <br />affirmative votes) is required to forward recommendations to the City Council. Training <br />on the Brown Act and its application to the Committee were presented. <br />
