City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: MAY 10, 2011 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 34 <br />WARD: 3 <br />SUBJECT: RIVERSIDE RENAISSANCE – BID NO. 6957, BROCKTON AVENUE <br />IMPROVEMENTS FROM SAN SIMEON WAY TO 200 FEET SOUTHERLY — <br />CONTRACT AWARD <br />ISSUE <br />The issue for City Council consideration is award of a construction contract to install landscaped <br />curb bulb -outs on Brockton Avenue at San Simeon Way and at the crosswalk approximately 200 - <br />feet southerly of San Simeon Way (Project). On- street parallel and angled parking will also be <br />installed along Brockton Avenue and San Simeon Way. <br />RECOMMENDATION <br />That the City Council award a contract for Bid No. 6957 — Brockton Avenue Improvements from San <br />Simeon Way to 200 feet southerly to B &T Works, located in Wildomar, California, in the amount of <br />$57,859.40. <br />BACKGROUND <br />The Project would install raised and landscaped curb bulb outs on Brocton Avenue in the Brockton <br />Arcade and provide on- street parallel parking (28 spaces) along Brockton Avenue from San Simeon <br />Way to 200 feet southerly and on- street diagonal parking (16 spaces) along San Simeon Way from <br />Brockton Avenue easterly (Attachment 1). As a part of the City's ongoing effort to comply with ADA <br />requirements, this project will also provide for the re- construction of 2 wheelchair ramps at a cost of <br />$5,000. <br />Construction is scheduled to start the second week of June and be completed in three weeks. <br />On April 19, 2011, five (5) bids were received for the construction of this Project (Attachment 2). FS <br />Construction was the lowest bidder; however, they did not complete the bid documents. Therefore, <br />the lowest responsive bid is from B &T Works, located in Wildomar, California, in the amount of <br />$57,859.40, which is 30% over the Engineer's estimate. <br />The higher than anticipated bids are a result of the cost to install the irrigation system. However, <br />the Public Works Department has reviewed the bids and believes that the bids are competitive and <br />reasonable. <br />34 -1 <br />
