City Council Memorandum <br />TO <br />FROM: <br />HONORABLE MAYOR AND CITY COUNCIL DATE: MAY 10, 2011 <br />GENERAL SERVICES DEPARTMENT ITEM NO: 27 <br />UITIAN 13WA I I <br />SUBJECT: <br />ISSUE <br />AWARD OF BID NO. 6964— MOTORPOOL REPLACEMENT VEHICLES <br />The General Services Department is seeking authorization to award Bid No. 6964 for replacement <br />of eighteen older pick up and utility bed trucks that have reached the end of their useful life. <br />RECOMMENDATIONS <br />That the City Council approve award of Bid No. 6964 to Fritts Ford of Riverside, CA and authorize <br />the Purchasing Services Manager to proceed by purchase order in the amount of $497,106.42 for <br />this requirement. <br />BACKGROUND <br />The Purchasing Division, in cooperation with the General Services Department, recently solicited <br />Formal bids from automobile suppliers. Four (4) prospective bidders downloaded the bid <br />documents from the Purchasing on -line bidding website and four responses were received. The 5% <br />local preference was applied and Fritts Ford of Riverside was the lowest responsive bidder. Staff <br />recommends that Council approve and award Bid No. 6964 to Fritts Ford for these environmentally <br />friendly replacement vehicles. <br />The General Services Department Fleet Management Motorpool manages the City's fleet with the <br />exception of Police vehicles. When vehicles reach the end of their useful life, they are routinely <br />replaced with new vehicles based on Fleet's Vehicle Replacement Program criteria. This vehicle <br />replacement bid meets the requirements of South Coast Air Quality Management District <br />(SCAQMD) Rules 1191 (clean on -road light -and medium -duty public fleet vehicles) and 1196 (clean <br />on -road heavy -duty public fleet vehicles). These rules require that when procuring vehicles, public <br />fleets acquire lower emission gasoline or alternative -fuel vehicles to reduce air toxic and criteria <br />pollutant emissions. <br />Most of the replacement vehicles are E85 flex fuel powered as vehicle manufacturers are not <br />currently producing compressed natural gas (CNG) or liquefied petroleum gas (LPG) pick up and <br />utility bed trucks in the current model year. E85 flex -fuel is a good environmentally friendly <br />27 -1 <br />
