Li City Council Memorandum TO FROM: HONORABLE MAYOR AND CITY COUNCIL DATE: May 10, 2011 GENERAL SERVICES DEPARTMENT ITEM NO: 26 SUBJECT: FIRST AMENDMENT TO ARCHITECTURAL AND ENGINEERING PROFESSIONAL SERVICES AGREEMENT WITH HIGGINSON CARTOZIAN ARCHITECTS, INC. FOR THE EXPANSION AND RENOVATION OF THE EXISTING CORPORATION YARD MAIN BUILDING ISSUE: The issue for City Council consideration is whether to authorize an amendment to the current Professional Services Agreement with Higginson Cartozian Architects, Inc. (HCA) for architectural and engineering design services for the expansion and renovation of the Corporation Yard main building. The amendment is needed to complete additional architectural /engineering services caused by changing building codes since the project design was first completed in 2009. RECOMMENDATIONS That the City Council: 1. Authorize a first amendment to the existing agreement increasing the contract amount by $20,000 for additional engineering services required by Building Code requirements; 2. Approve the continuation of 10% change order authority based on the new total contract amount; 3. Authorize the City Manager or his designee to execute the attached first amendment. BACKGROUND On August 12, 2008, the City awarded RFP -1064 and entered into an agreement with Higginson Cartozian Architects, Inc. in the amount of $175,000 for Architectural and Structural design services for the expansion and renovation of the existing Corporation Yard main building. A change order for reimbursables in the amount of $4,398 was later approved, bringing the total contract amount to $179,398. After the design services were completed and the project put out to bid, the project was postponed when bids exceeded the engineer's estimate. City Council approved the rejection of all 26 -1
