Li City Council Memorandum TO FROM: HONORABLE MAYOR AND CITY COUNCIL DATE: MAY 10, 2011 GENERAL SERVICES DEPARTMENT ITEM NO: 24 Ui%1 N 17w_11I SUBJECT: ISSUE AWARD OF BID NO. 6963 — ASPHALT PATCH TRUCK FOR THE PUBLIC WORKS DEPARTMENT The General Services Department is seeking authorization to award Bid No. 6963 for an Asphalt Patch Truck for the Public Works Department. This equipment will be fueled by compressed natural gas (CNG) and is environmentally friendly. RECOMMENDATIONS That the City Council: Approve award of Bid No. 6963 to Nixon -Egli Equipment Company of Ontario, CA; and 2. Authorize the Purchasing Services Manager to proceed by purchase order in the amount of $240,061.31 for the purchase of this CNG Asphalt Patch Truck. BACKGROUND The Purchasing Division, in cooperation with the General Services Department, recently solicited formal bids from local automobile suppliers. Seven (7) prospective bidders downloaded the bid documents and three (3) bidders submitted a response. The lowest bidder was deemed non- responsive as they did not meet the City's bid specifications for an alternative fueled CNG vehicle. Therefore, Nixon -Egli Equipment Company of Ontario, CA was the lowest responsive bidder. This vehicle will greatly improve the storm response capability of the Public Works Streets Division. An additional crew will be available for response to storm related street repairs, pothole repairs, and various other repairs when needed. This vehicle bid meets the South Coast Air Quality Management District (SCAQMD) Rule 1191 (clean on -road light -and medium -duty public fleet vehicles) which requires that public fleets procure alternative -fuel vehicles to reduce air toxic and criteria pollutant emissions. 24 -1
