City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: May 10, 2011 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 9 <br />WARD: 7 <br />SUBJECT: RIVERSIDE RENAISSANCE —BID NO. 6946 — JURUPA AVENUE EXTENSION <br />PHASE 2 FROM RUTLAND AVENUE TO HOLE LAKE CULVERT CROSSING — <br />SUPPLEMENTAL APPROPRIATION AND CONTRACT AWARD <br />ISSUES: <br />The issues for City Council consideration are: 1) award of a construction contract to extend <br />Jurupa Avenue from Rutland Avenue to Hole Lake Culvert Crossing; and 2) approval of a <br />supplemental appropriation to complete the project. <br />RECOMMENDATIONS <br />That the City Council: <br />1. Award a contract for the construction of Jurupa Avenue Extension Phase 2, from Rutland <br />Avenue to Hole Lake Culvert Crossing, Bid 6946, to Griffith Company located in Santa Fe <br />Springs, California, in the amount of $4,917,509.95; and <br />2. Authorize a supplemental appropriation in the amount of $625,000 from the <br />unappropriated balance of Sewer Projects Fund (Fund 550) to the project Account No. <br />9598423 - 440301. <br />BACKGROUND <br />The Project is the second phase of the project which will ultimately extend Jurupa Avenue from <br />Van Buren Boulevard to Tyler Street. The first phase extended Jurupa Avenue from Van Buren <br />Boulevard to 610 feet westerly and was completed in February 2010. This second phase would <br />extend Jurupa Avenue across the former Hole Lake culvert crossing to Rutland Avenue (see <br />Attachment 1). A third phase will complete Jurupa Avenue through the City's former Agricultural <br />Park and on to Tyler Street. The third phase has not been scheduled and will likely be <br />completed in conjunction with development of the former Agricultural Park site. <br />The Project would provide two travel lanes, a bike lane, raised landscaped medians and <br />sidewalks within the project limits. The Project would also complete the Santa Ana River Trail to <br />Bradford Street, install potable and reclaimed water lines and street lights, replace an existing <br />trunk sewer line and the existing corrugated metal pipe culvert with a triple reinforced concrete <br />box culvert that will provide a more durable facility. Pavement along the existing section of <br />Jurupa Avenue between Bradford Street and Rutland Avenue would be rehabilitated. <br />015 <br />
