City Council Memorandum TO: HONORABLE MAYOR AND CITY COUNCIL DATE: May 10, 2011 FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 9 WARD: 7 SUBJECT: RIVERSIDE RENAISSANCE —BID NO. 6946 — JURUPA AVENUE EXTENSION PHASE 2 FROM RUTLAND AVENUE TO HOLE LAKE CULVERT CROSSING — SUPPLEMENTAL APPROPRIATION AND CONTRACT AWARD ISSUES: The issues for City Council consideration are: 1) award of a construction contract to extend Jurupa Avenue from Rutland Avenue to Hole Lake Culvert Crossing; and 2) approval of a supplemental appropriation to complete the project. RECOMMENDATIONS That the City Council: 1. Award a contract for the construction of Jurupa Avenue Extension Phase 2, from Rutland Avenue to Hole Lake Culvert Crossing, Bid 6946, to Griffith Company located in Santa Fe Springs, California, in the amount of $4,917,509.95; and 2. Authorize a supplemental appropriation in the amount of $625,000 from the unappropriated balance of Sewer Projects Fund (Fund 550) to the project Account No. 9598423 - 440301. BACKGROUND The Project is the second phase of the project which will ultimately extend Jurupa Avenue from Van Buren Boulevard to Tyler Street. The first phase extended Jurupa Avenue from Van Buren Boulevard to 610 feet westerly and was completed in February 2010. This second phase would extend Jurupa Avenue across the former Hole Lake culvert crossing to Rutland Avenue (see Attachment 1). A third phase will complete Jurupa Avenue through the City's former Agricultural Park and on to Tyler Street. The third phase has not been scheduled and will likely be completed in conjunction with development of the former Agricultural Park site. The Project would provide two travel lanes, a bike lane, raised landscaped medians and sidewalks within the project limits. The Project would also complete the Santa Ana River Trail to Bradford Street, install potable and reclaimed water lines and street lights, replace an existing trunk sewer line and the existing corrugated metal pipe culvert with a triple reinforced concrete box culvert that will provide a more durable facility. Pavement along the existing section of Jurupa Avenue between Bradford Street and Rutland Avenue would be rehabilitated. 015
