Box 309, Riverside, California, <br />i <br />and after the same were publicly opened, read and considered, it was moved by Councilman Pickett, seconded <br />f <br />by Councilman Carter, that the bid therefor of the Concrete Rock & Sand Company be, and the same is hereby, <br />I <br />accepted at the price named therein, to-wit: $7.00 per cubic yard, net, f.o.b. job site, and the Street <br />- <br />Department is hereby authorized to nroceed.with the purchase of the said material in accordance with the <br />terms of the said bid, and all other bids therefor are hereby rejected. <br />This motion carried by thefollowing vote: <br />Ayes: Councilmen Williams, Carter, Pickett, Rathgeber, and Harris. <br />Noes: Councilman Dales. <br />Absent: Councilman Rawlings. <br />E <br />A delegation of negro people, consisting of representatives of various church groups, including <br />Reverend L. B. Moss, Pastor of the Park Avenue Baptist Church, Reverend W. M. Thomas, Paster of the Second <br />I <br /> <br />Baptist Church, and Dr. J. L. Glover, of the African Methodist Episcopal Church, and others, appeared <br />before the Council at this time, together with Nathaniel George, Director of the USO on Orange Street, <br />who noted as spokesman, with reference to gambling which it was alleged is being openly indulged in on <br />the east side, and in connection with which it was requested there should be stricter law enforcement, <br />1 <br />possibly by the employment of negro personnel for such service by the Police Department, and by amending <br />present ordinances to provide for the arrest of all persons present, without sufficient excuse, at places <br />where such gambling is being carried on, and after the matter was discussed at length, it was moved by <br />Councilman Rathgeber, seconded.by Councilman Pickett, that the Board of Police and Fire Commissioners be <br />- <br /> <br />requested to give consideration to the suggestions made and to the doing away with such gambling. <br />This motion carried by the following vote: <br />- <br />, <br />. Ayes: Councilmen Williams, Carter, Pickett, Dales, Rathgeber, and Harris. <br /> <br />Noes: None. <br />{ <br />Absent: Councilman Rawlings. <br />+r• <br />It was moved by Councilman Pickett, seconded by Councilman Harris, that, pursuant to the request <br />set forth in a communication dated April 4, 1944, this day received and filed, uermi scion to erect a tent <br />- <br />on private property situated at No. 6690 Brockton Avenue, for the purpose of.holding gospel meetings, for <br />a period of three weeks, commencing April 4, 1944, be, and the same is hereby, granted to the Pentecostal <br />Assembly, provided, that adequate sanitary facilities are provided for the convenience of the attending <br />s <br />public, the said permit being revocable at any time at the will of the public. <br />This motion carried by the following vote: <br />Ayes: Councilmen Williams, Carter, Pickett, Dales, Rathgeber, and Harris. <br />Noes: None. <br />Absent: Councilman Rawlings. <br /> <br />i <br />Miss Iginia Ramirez, proprietor of a grocery store at No. 2993 Fourteenth Street, appeared <br />l <br />. before the Council at this time, objecting to the action of the Council prohibiting the parking of vehicles <br />I; <br />at any time on Howard Avenue, between Thirteenth Street and Fourteenth Street, due to the inconvenience <br />~ 1 <br />caused in the delivery of merchandise to her store; and upon motion of Councilman Harris, seconded by <br />' <br />Councilman Williams, the matter was referred to the Public Safety Committee of the Council for investiga- <br />tion and recommendation. <br /> <br />Mr. R. T. McFadden, and others, appeared before the Council at this time to give notice as a <br />matter of courtesy of the proposal of the six welfare agencies, consisting of the Y.M.C.A., Y.W.C.A., <br />Boy Scouts, Girl Scouts, Salvation Army, and Community Settlement House, to sponsor, without cost to the <br />i. <br />
