People Serving <br />People <br /> <br />CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: June 1, 1999 <br /> <br />ITEM NO.: 13 <br /> <br />SUBJECT: RESPONSE TO USE OF FORCE PANEL REPORT - SUPPLEMENTAL APPROPRIATION <br /> <br />BACKGROUND: <br /> <br />The Mayor's 1999 Police Use of Force Review Panel presented their report to the Mayor and City Council <br />on April 27, 1999. Following the Panel's presentation, the City Council referred this matter to the City <br />Manager and Police Chief to develop an action plan on the Panel's recommendations. The Proposed Action <br />Plan is attached to this cover report. <br /> <br />City staff has spent numerous hours developing the plan that is laid out in the attachment. The Panel's <br />recommendations after further review have proven to be thoughtful and insightful. The responses and <br />suggested action plan have been developed in the same spirit as the Panel's recommendations. The <br />Riverside Police Department is assigned an important role in day to day Riverside life and has enormous <br />powers with which to perform their duties. Trust is the element which allows this to work. The purpose of <br />this Action Plan is to guarantee there are mechanisms in place which will assure all that the Police <br />Department is fulfilling its role as assigned by the total community. <br /> <br />The proposed plan deals with each of the Panel's twelve recommendations. Some of the recommendations <br />can be implemented in a relatively short period of time, others may take months to answer. Some require <br />a large amount of dialogue among the community. Regardless of the time involved, it is important that each <br />be addressed and acted on in a reasonable and equitable fashion. <br /> <br />FISCAL IMPACT: <br /> <br />The identified cost at this time is somewhat limited, but could become larger when some of the <br />recommendations are fully addressed as a result of the process recommended. At this time it is <br />recommended that $15,000 be appropriated to fund several of the Panel's recommendations. <br /> <br />ALTERNATIVES: <br /> <br />In addressing the Panel's recommendations there were many possible alternatives to some of the issues <br />raised. Staff has presented theirbest effort in suggesting an Action Plan, but there could be other approaches <br />identified by others which certainly could be followed. <br /> <br />13-1 <br /> <br /> <br />
