CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: June 1, 1999 <br /> <br />ITEM NO.: 8 <br /> <br />SUBJECT: General Plan/Zoning Consistency Hearings <br /> <br />Background: <br /> <br />In 1995 the City Council directed the Planning Depamnent to commence General Plan/Zoning Consistency hearings <br />for the Arlington and Eastside Communities. Since that time, there have been 11 cases processed in the Eastside <br />Community and 5 cases in the Arlington Community involving hundreds of properties. All of these cases are <br />completed with implementing ordinances adopted. Priority was given to rezoning properties from a multiple family <br />residential zone (i.e., R-2 or R-3) to a single family residential zone (i.e., R-1-65) to reflect the land use pattem <br />contained in the updated General Plan adopted in 1994. <br /> <br />In the same 1995 report to Council, it was noted that eventually the entire City would be similarly reviewed and <br />appropriate consistency cases initiated as necessary. It would now be appropriate to formally consider authorizing <br />a systematic review of the entire City. This review should be done incrementally on an individual community basis <br />as work loads permit. Emphasis would continue to be given to identifying properties zoned for multiple family uses <br />but designated on the General Plan for single family residential uses. Second priority would be given to non <br />residentially zoned properties where there is a considerable land use intensity conflict between existing zoning and <br />the General Plan. An example would be a property zoned C-3 (General Commercial) but designated on the General <br />Plan for Low Rise Office uses,. <br /> <br />It is suggested that the reviews begin in the most southwesterly portion of the City since that area is not scheduled <br />for any other detailed planning studies at this time which would address General Plan/zoning consistency issues. <br />Other areas of the City are either covered under existing specific plans or are prograined for some type of formal <br />land use planning evaluation in the next few years. They include the Downtown and the Magnolia Avenue Corridor. <br /> <br />Fiscal Impact: <br /> <br />This process will require substantial staff commitment and incidental but limited priuting, advertising and hearing <br />expenses. These costs would be absorbed primarily by the Planning Deparanent with lessor amounts by other City <br />departments participating in the process. By way of comparison, the costs to process 16 cases for two communities <br />to date is estimated at $80,000. <br /> <br />Alternatives: <br /> <br />1.
