CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: June 1, 1999 <br /> <br />ITEM NO.: 7 <br /> <br />SUBJECT: 1999 FOURTH OF JULY FIREWORKS SHOW <br /> <br />Background <br /> <br />The Park and Recreation Department would like to enter into an agreement with PYRO-SPECTACULARS <br />forthe July 4, 1999, Mt. Rubidoux, La Sierra Park and Riverside Sports Complex fireworks shows. The <br />Department has worked indirectly with Pyro-Spectaculars through Robert Caran Productions with whom <br />the City contracted for seven consecutive years. In 1996 the City Council approved the first exclusive <br />agreement with Pyro-Spectaculars and the fireworks shows went very smoothly; were well received by <br />the public, and the company representatives were accommodating and professional. For this reason, the <br />Department would request that the formal bidding procedure be waived. <br /> <br />Since 1992, the show in the La Sierra community has been held at Norte Vista High School; however, due <br />to a large expansion project which has permanently rendered this site off-limits for fireworks, staff has <br />selected La Sierra Park as an alternate site. As in years past, Mt. Rubidoux will be the site of a <br />spectacular eighteen minute show. <br /> <br />The Riverside Sports Complex will be the site once again for the customary aedal show, in addition to a <br />"floor show" visible only to those who are seated in the stadium. In October 1996, to offset the fiscal <br />impact of this event, the City Council approved charging an admission of $2.00 per person over the age <br />of 5. Children 5 and under will be admitted free. The Riverside Sports Complex will seat 2,800 <br />participants, with a potential of generating $5,600 in revenue. In 1998, admissions amounted to <br />approximately $3,800 in revenue. <br /> <br />The total cost for all three shows will be $40,300 - $20,000 for Mount Rubidoux, $10,000 for La Sierra <br />Park and $10,300 for the Riverside Sports Complex, which includes a $500 adjustment for the increased <br />cost of pyrotechnic effects and labor for all hand-made devices, and a rental fee of $1,800 for the sound <br />system and technician. Each of the shows will be approximately eighteen minutes in length, and will be <br />simultaneously fired at 9:00 p.m. <br /> <br />Fiscal Impact <br /> <br />Funding in the amount of $40,300 is presently available in the Park and Recreation Department's <br />Recreation Services Account 101-452400-421040.
