CITY OF RIVERSIDE <br /> CITY COUNCIL MEMORANDUM <br /> <br />Honorable Mayor & City Council <br /> <br /> Date: Ju,c 1, ]999 <br />Item No.: 4 <br /> <br />Subject: Consideration of the Arlington Redevelopment Project Area Committee's Representative <br /> Character Following Membership Change <br /> <br />Background <br /> <br />On October 20, 1998, the City Council adopted Resolution No. 19374, which called for the formation of a project <br />area committee (PAC) for the Arlington Redevelopment Project Amendment No. 3. As required by Section <br />33385 of the Community Redevelopment Law (Health & Safety Code), the Arlington PAC shall include business <br />owners, residential owner-occupants, residential tenants, and members of existing community organizations <br />within the Amended Arlington Project Area. <br /> <br />Recently a vacancy for the residential tenant category occurred on the PAC. Pursuant to the PAC's By-Laws, a <br />vacancy can be filled by the election of the remaining PAC members, providing the new member meets the <br />qualifications for the membership. Additionally, the By-Laws require that any change in PAC membership shall <br />be submitted to the City Council for consideration of the PAC's representative character. <br /> <br />Current Issue <br /> <br />To fill the vacancy for the residential tenant category, the PAC members elected Judy Teunissen during the April <br />15, 1999, meeting. Ms. Teunissen completed the Project Area Committee Membership Application and meets the <br />qualifications for PAC membership. This action fills one of two residential tenant positions on the PAC; the PAC <br />continues to seek additional membership to fill the remaining vacancies under this and the business category. <br /> <br />Attached is a current roster of the PAC membership by the various categories. All of the PAC members either <br />reside in or represent businesses or community organizations within the amended project area. Pursuant to the <br />By-Laws and Resolution No. 19374, the PAC is required to submit the membership to City Council for <br />consideration following each change in membership of the PAC. <br /> <br />Fiscal Impact <br /> <br />None <br /> <br />Alternatives <br /> <br />Do not find the membership of the Arlington PAC as representative in character following the change of <br />membership. <br /> <br />Recommendation <br /> <br />That the City Council find that the membership of the Arlington Project Area Committee is representative in <br />character following the change of membership resulting from the filled vacancy in the residential tenant category. <br /> <br />Approved by: <br /> <br />J .
