ORDINANCE NO. 6466 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE APPROVING AND ADOPTING THE AMENDED AND RESTATED REDEVELOPMENT PLAN FOR THE ARLINGTON REDEVELOPMENT PROJECT, AMENDMENT NO. 2 WHEREAS, on April 21, 1998 the Redevelopment Agency of the City of Riverside (the "Agency") authorized the commencement of studies for the amendment of the existing Arlington Redevelopment Project; and WHEREAS, the proposed amendment to the Arlington Redevelopment Project would, among other things, add territory (the "Amendment Area") to the existing Arlington Redevelopment Plan and Project Area, (the "Existing Plan" and "Existing Project Area"), together, the "Project Area", provide for the reestablishment of the authority to exercise eminent domain within the Existing Project Area, and provide for the extension of certain redevelopment time limits within the Existing Project Area; and WHEREAS, the Agency prepared the final Environmental Impact Report ("final EIR") for the Redevelopment Plan in accordance with the Califomia Environmental Quality Act CCEQA"), State CEQA Guidelines, and Agency local CEQA Guidelines; and WHEREAS, the City Council has received from the Agency the proposed Amended and Restated Redevelopment Plan (the "Redevelopment Plan") for the Arlington Redevelopment Project, Amendment No. 2 (the "Project Area"), which Project Area consists of the "Existing Project Area" and the "Amendment Area", as approved by the Agency, together with the report of the Agency prepared pursuant to Section 33352 of the California Health and Safety Code (the "Report to City Council"), including the reasons for the Redevelopment Plan and a discussion of certain other matters as set forth in Section 33352 of the California Health and Safety Code, including, among other items, the report and recommendations of the Riverside Planning Commission (the "Planning Commission"), the report and recommendation of the Project Area Committee, the record of consultations with affected taxing agencies, and final EIR on the Redevelopment Plan; and WHEREAS, the Planning Commission has submitted to the Agency and the City Council its report and recommendations for approval of the Redevelopment Plan with changed boundaries deleting certain territory from the proposed Amendment Area and its finding that the Redevelopment Plan conforms to the Riverside General Plan; and WHEREAS, the duly elected Project Area Committee has submitted to the City Council its report and recommendations for approval of the Redevelopment Plan; and WHEREAS, the City Council and the Agency held a joint public hearing on April 6, 1999, concerning the adoption of the Redevelopment Plan and the certification of the final EIR prepared in connection therewith; and
