PERRIS VALLEY LINE <br />A project of the Riverside Counit Transportation Cornmission <br />July 7, 2003 <br />PUBLIC SCOPING MEETING <br />PERRIS VALLEY LINE F.NVIRONNIF.NTAL IMPACT REPORT <br />REUEIVE <br />JUL 1 6 2009 <br />City of Riverside <br />City Clerks Office <br />The Riverside County Transportation Commission (ROTC) proposes to extend commuter rail service from the existing Riverside <br />Downtown Station to the City ol'Peris. The proposed project. the Perris Valley Line (PVL), would he operated by the Southern <br />California Regional Rail Authority (SCRRA) as a Metrolink line on existing Burlington Northern Santa Fe (BNSF) and the <br />ROTC owned San Jacinto Branch Line (SJBL) track that would he connected via a new short section of track near Citrus Street <br />in Riverside ("Citrus Connection"). <br />The proposed project would include constructing four stations with parkin,: one in the Hunter Park area (location to he chosen at <br />Palmyrita. Columbia. or Marlhurou_*h), Moreno Valley/March Field. Downtown Perris, and South Perris. The South Perris Station <br />would also include a nearby "Layover Facility" for overnight storage and light maintenance of trains. Additional project features <br />include: <br />• Replacing or rehabilitating existing rail and rail ties <br />• Closin.- two existing at-trade rail crossings <br />• Constructing nine miles ol'parallel track within existinL, SJBT. right-of-way <br />• Improving existing at-grade rail crossings <br />• Replacing brid-es over the San Jacinto River and the San Jacinto River Overflow Channel <br />• Replacing culverts <br />Earlier this year, RCTC circulated a proposed Initial Study/Mitigated Negative Declaration (IS/MND) I'or the PVL. In response to <br />public input received (written comments and verbal testimony). ROTC decided to modify the proposed project and elevate the level <br />of environmental document to an Environmental Impact Report (LIR). The most notable project modification is to not include an <br />opening day station at the University of California. Riverside (UCR). <br />To ensure the EIR focuses on the most important en-Oronntental issues. ROTC will conduct an open-house style public <br />scoping meeting for the Perris Valley Line (PVL) on July 28. 2009 between 5:00 p.m. and 7:00 p.m. at the Moreno Valley <br />TownGate Community Center located at 13100 Arbor Park Lane, Moreno Valley. <br />ROTC has already identified a number of environmental issues that will be analyzed in depth, including <br />• Aesthetics <br />• Agricultural Resources <br />Biological Resources <br />• Cultural Resources <br />• Geology/Soils <br />• Hazards & Hazardous Materials <br />• Hydrology/Water Quality <br />• Land Use/Planning <br />• Noise <br />• Recreation <br />• Transportation/Traffic <br />• Utilities/Service Systems <br />• MandatoryFindings of Significance <br />RCTC would like to know if you have any additional information regarding the scope of environmental studies for this project. <br />If so, you will be able to advise the project team at the public scoping meeting. It is anticipated the Draft FIR will be available for <br />public review and comment in spring 2010.
