TO: HONORABLE MAYOR AND CITY COUNCIL DATE: July 14, 2009 FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: 32 PLANNING DIVISION WARDS: 1, 3 and 7 SUBJECT: PROPOSED INCORPORATION OF JURUPA VALLEY ADJACENT TO THE CITY OF RIVERSIDE'S NORTHERLY CITY BOUNDARY ALONG THE SANTA ANA RIVER ISSUE: To review the northerly City limit line to determine if there is a need to adjust the boundary to accommodate any parcels which may be better served by the City of Riverside should Jurupa Valley incorporate. RECOMMENDATIONS: That the City Council: 1. Authorize staff to forward comments regarding the recommended Sphere of Influence and City Boundary changes to the Local Agency Formation Commission (LAFCO) in response to Jurupa Valley's proposal to incorporate; 2. Direct the Planning Division to coordinate with LAFCO to process the necessary annexation, sphere boundary amendment, and any necessary municipal services review to accommodate the recommended City limit boundary change; 3. Request LAFCO to waive filing fees needed to process the annexation, sphere boundary amendment, and any necessary municipal services review in the amount of $21,550.00, or alternatively to include those fees as part of the Jurupa Valley incorporation effort; and 4. Request that LAFCO condition the pending incorporation to require that no County funds be used to provide municipal services following incorporation since to do so would reduce the County's ability to fund municipal services outside of the newly incorporated City. LAND USE COMMITTEE RECOMMENDATIONS: At the meeting on June 11, 2009 the Land Use Committee supported modifying the City of Riverside's current Sphere of Influence and northern boundary as recommended by staff in response to Jurupa Valley's proposal to incorporate all properties up to the current City limits and recommended forwarding the above actions to City Council. 32-1
