RECOMMENDATION: <br />That the City Planning Commission: <br />1. Determine that this proposed case will not have a significant effect on the environment <br />based on the findings set forth in the case record and recommend adoption of a Negative <br />Declaration to the City Council; <br />2. RECOMMEND APPROVAL of Planning Case P09-0217 to the City Council, based on <br />the findings outlined in the staff report and summarized in the following and subject to <br />the recommended conditions attached: <br />a. Substantial evidence exists to support the conclusion that the existing public alley <br />connecting Rosewood Place and Oakwood Place is no longer needed for public <br />vehicular and pedestrian traffic and is unnecessary for present or future public <br />use, such that the subject alley can be vacated without having a significant impact <br />on pedestrian or vehicular circulation in the area; <br />b.
