City Council Memorandum <br />TO: <br />HONORABLE MAYOR AND CITY COUNCIL <br />DATE: July 14, 2009 <br />FROM: <br />PARKS, RECREATION AND COMMUNITY <br />SERVICES DEPARTMENT <br />ITEM NO: 47 <br />WARDS: 6 & 7 <br />SUBJECT: AFTER-SCHOOL PROGRAM: AGREEMENT WITH ALVORD UNIFIED SCHOOL <br />DISTRICT - SUPPLEMENTAL APPROPRIATION <br />ISSUE: <br />The Parks, Recreation and Community Services Department is seeking authorization to execute an <br />agreement with the Alvord Unified School District (AUSD) for an after-school program for youth, funded <br />by the After School Education and Safety Grant from the California Department of Education. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Authorize the City Manager, or his designee, to execute the agreement with Alvord Unified School <br />District and make non-substantive changes in documents. <br />2. Upon award, appropriate revenue and expenditures in the amount of $504,802 to the AUSD <br />PRIME Time and HALF Time After-School project account as assigned by the Finance Division as <br />follows: $496,102 to Part-time Salaries/Labor Overhead, and $8,700 to Operating Grant. <br />BACKGROUND: <br />Since September 1999, the City has been a collaborative partner with AUSD in providing free after-school <br />programs to elementary and middle school students. For the 2009/10 school year, AUSD has received <br />the After School Education and Safety Grant from the California Department of Education in the amount <br />of approximately $3,710,234. This funding will enable the PRIME Time (Partners in Riverside Investing in <br />Middle School Education) and HALF Time (Hours After-school for Learning and Fun) after-school <br />programs to operate at four middle schools and 11 elementary schools respectively. The program gives <br />the City an opportunity to provide after-school tutoring, recreational activities, and physical fitness <br />activities to address the obesity epidemic. Additionally, the program provides youth a safe environment <br />between the hours of 2:00 p.m. -6:00 p.m., Monday through Friday. Annually, the after-school program <br />assists approximately 21,000 students. <br />FISCAL IMPACT: <br />The total cost to the City for conducting the PRIME Time and HALF Time programs is $616,805, of which <br />$504,802 will be reimbursed through the After School Education and Safety Grant administered by <br />AUSD, with quarterly reimbursements. The City will also contribute approximately $112,003 of in-kind <br />47-1 <br />
