City Council Memorandum <br />. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: PUBLIC WORKS DEPARTMENT <br />DATE: July 14, 2009 <br />ITEM NO: 50 <br />WARDS: ALL <br />SUBJECT: LABORATORY AND FIELD TESTING OF MATERIALS FOR VARIOUS CITY <br />PROJECTS-REQUEST FOR AUTHORIZATION TO CONTRACT WITH FIVE GEO- <br />TECHNICAL FIRMS TO PROVIDE LABORATORY AND FIELD TESTING OF <br />MATERIALS FOR VARIOUS CITY PROJECTS <br />ISSUE: <br />The issue for City Council consideration is approval of Professional Consultant Services <br />Agreements with five geo-technical firms to provide laboratory and field testing of materials for <br />various City projects in an amount not to exceed $150,000 through December 31, 2010. <br />RECOMMENDATION: <br />That the City Council approve the attached Professional Consultant Services Agreements with RMA <br />Group of Rancho Cucamonga, California; Hilltop Geotechnical Incorporated of San Bernardino, <br />California; LOR Geotechnical Group, Inc. of Riverside, California; C.H.J. Incorporated, of Colton, <br />California; and GeoMat Testing Laboratories, Inc. of Riverside, California, to provide laboratory and <br />field testing of materials for various City Projects. <br />BACKGROUND: <br />The Public Works Department must ensure the quality of improvements constructed on capital <br />projects meet specific industry standards. Moreover, this responsibility is a condition of Federal and <br />State funding. <br />In October 2008, the Public Works Department issued requests for proposals (RFP) for laboratory <br />and field testing of materials used on various construction projects. The Public Works Department <br />received proposals from ten firms. The proposals were reviewed by the Construction Contracts <br />Administrator and five companies were selected based on their competitive rates, the quality of their <br />work and previous experiences they have had with the City. The Public Works Department is <br />recommending the following companies; RMA Group of Rancho Cucamonga; Hilltop Geotechnical <br />Incorporated of San Bernardino; LOR Geotechnical Group, Inc. of Riverside; C. H.J. Incorporated of <br />Colton; and GeoMat Testing Laboratories, Inc. of Riverside to perform the work. <br />The testing is required to support routine construction projects, as well as several large capital <br />projects nearing construction. These projects include; Van Buren Widening from Jackson to the <br />Santa Ana River Trail, Van Buren/91 Freeway Interchange, Magnolia Avenue/Union Pacific Railroad <br />50-1 <br />
