úÔÉÄúÎÈÏÚÔÑðØÐÎËÜÏÙÈÐ <br />TO: HONORABLE MAYO R AND CITY COUNCIL DATE: July 14, 2009 <br />îí <br />FROM: COMMUNITY DEVELOPMENT DEPARTMENT ITEM NO: <br />PLANNING DIVISION <br /> WARDS: ALL <br /> <br />SUBJECT: CALIFORNIA HIGH-SPEED RAIL – POTENTIAL ALIGNMENTS AND STATION <br />LOCATIONS TO BE INCLUDED IN THE CONCEPTUAL STUDY <br />ISSUE: <br />In advance of environmental work to begin later this year, the California High-Speed Rail Authority <br />(CHSRA) is seeking input from partner jurisdictions on the City’s preferred alignment of the rail <br />corridor and conceptual station locations. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Endorse the High Speed Rail I-215 alignment through the City of Riverside; <br />2. Recommend to the CHSRA to study the Transportation Committee’s recommended corridor <br />options and conceptual station locations fo r the I-215 alignment in the upcoming <br />environmental work; and <br />3. Support the efforts of the Riverside County Transportation Commission (RCTC) High-Speed <br />Rail Ad Hoc Committee to review the High Speed Rail project on a regional level. <br />COMMITTEE RECOMMENDATION: <br />On June 11, 2009, the Transportation Committee unanimously recommended that the City Council: <br />1) endorse the High Speed Rail I-215 alignment; 2) have the CHSRA study the recommended <br />corridor options; and 3) support RCTC’s High Speed Rail Ad Hoc Committee for a regional <br />perspective on the Rail project. <br />BACKGROUND: <br />On April 9, 2009, the CHSRA presented the Transportation Committee (Committee) with an <br />overview of the proposed high-speed rail system, centering on the two potential Inland Empire <br />alignments presently under consideration – the programmatic alignment along Interstate-215 (I-215) <br />and an alternative alignment under consideration at the r equest of the Riverside County <br />Transportation Commission (RCTC) along Interstate -15 (I-15).
