• City Council Memorandum TO FROM: HONORABLE MAYOR AND CITY COUNCIL DATE: July 14, 2009 CITY MANAGER - FINANCE ITEM NO: 19 WARD: ALL SUBJECT: ISSUE: PUBLIC HEARING - 2009/10 STREET LIGHT ASSESSMENT DISTRICT NO. 1 - RESOLUTION ADOPTION The Council meeting of June 23, 2009, set a Public Hearing for July 14, 2008, to receive public comment regarding the levy of annual assessments within Street Light Assessment District No. 1. The Public Hearing is required by law to levy the assessments, as is adoption of the attached resolution. This process occurs each fiscal year to allow for the levy of the assessments on the properties within the District. RECOMMENDATIONS: That the City Council: Conduct the Public Hearing for the purpose of receiving comments relative to the 2009/10 Street Light Assessment District No.1 assessments; and 2. Adopt a resolution establishing the 2009/10 Street Light Assessment District No. 1 assessments. BACKGROUND: Today a Public Hearing has been scheduled to discuss the proposed 2009/10 assessments for Street Light Assessment District No. 1. The proposed assessments have been at the same level since the 1996/97 assessments, as provided in Measure EE as approved by the voters in 1997. The following are the proposed 2009/10 Street LightAssessment District No. 1 assessments, which will continue to be levied at the assessment amounts established in 1997 by Measure EE. The proposed level of assessments will recover approximately 77% of the estimated street light expenditures. 19-1
