• City Council Memorandum <br />TO <br />FROM: <br />HONORABLE MAYOR AND CITY COUNCIL DATE: July 14, 2009 <br />CITY MANAGER - FINANCE ITEM NO: 19 <br />WARD: ALL <br />SUBJECT: <br />ISSUE: <br />PUBLIC HEARING - 2009/10 STREET LIGHT ASSESSMENT DISTRICT <br />NO. 1 - RESOLUTION ADOPTION <br />The Council meeting of June 23, 2009, set a Public Hearing for July 14, 2008, to receive public <br />comment regarding the levy of annual assessments within Street Light Assessment District No. 1. <br />The Public Hearing is required by law to levy the assessments, as is adoption of the attached <br />resolution. This process occurs each fiscal year to allow for the levy of the assessments on the <br />properties within the District. <br />RECOMMENDATIONS: <br />That the City Council: <br />Conduct the Public Hearing for the purpose of receiving comments relative to the 2009/10 <br />Street Light Assessment District No.1 assessments; and <br />2. Adopt a resolution establishing the 2009/10 Street Light Assessment District No. 1 <br />assessments. <br />BACKGROUND: <br />Today a Public Hearing has been scheduled to discuss the proposed 2009/10 assessments for <br />Street Light Assessment District No. 1. The proposed assessments have been at the same level <br />since the 1996/97 assessments, as provided in Measure EE as approved by the voters in 1997. <br />The following are the proposed 2009/10 Street LightAssessment District No. 1 assessments, which <br />will continue to be levied at the assessment amounts established in 1997 by Measure EE. The <br />proposed level of assessments will recover approximately 77% of the estimated street light <br />expenditures. <br />19-1 <br />
