1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION NO. 22942 <br />A RESOLUTION OF THE CITY OF RIVERSIDE, CALIFORNIA <br />APPROVING AND ADOPTING THE RIVERSIDE RESTORATIVE <br />GROWTHPRINT — ECONOMIC PROSPERITY ACTION PLAN AND <br />CLIMATE ACTION PLAN AND ADOPTING A MITIGATION <br />MONITORING AND REPORTING PROGRAM. <br />WHEREAS, in 2012, the Southern California Association of Governments ( "SCAG ") <br />adopted a comprehensive regional plan known as the 2012 -2035 Regional Transportation <br />Plan/Sustainable Communities Strategy; and <br />WHEREAS, the Regional Transportation Plan/Sustainable Communities Strategy is a State- <br />mandated plan that focuses on reducing green -house gas emissions from cars and light trucks, <br />through integrated transportation, land use, housing and environmental planning; and <br />WHEREAS, in 2013, the City of Riverside ( "City ") was awarded a grant from SCAG to <br />prepare a climate action plan, and integrate it with local economic development programs; <br />WHEREAS, the plan, known as the Riverside Restorative Growthprint, attached hereto as <br />Exhibit "A" and incorporated herein by reference, consists of two integrated plans, the Climate <br />Action Plan and the Economic Prosperity Action Plan (collectively the "RRG "), with both plans <br />working together as a single unified effort to spur entrepreneurship and smart growth ideas, with the <br />intent of meeting green -house gas emission reduction goals; and <br />WHEREAS, the Economic Prosperity Action Plan focuses on the areas that have the greatest <br />potential to spur economic development and inspire entrepreneurship and includes a list of the "Top <br />10 Entrepreneurial Opportunity Areas" associated with green -house gas emission reductions in <br />Riverside, thereby creating the backbone of the plan, and providing a starting -point for engaging the <br />community, both locally and globally; and <br />WHEREAS, five strategies, aimed at facilitating smart growth development and stimulating <br />more sustainable infrastructure investment, were devised in connection with the Economic <br />Prosperity Action Plan with each strategy including Entrepreneurial Opportunity Areas that could <br />further the Economic Prosperity Action Plan goal; and <br />
