RUBIDOUX AREA. <br />WHEREAS, the staff received a petition from seventy-eight percent (78 %) of residents on <br />designated portions of University Avenue, Ninth Street, Tenth Street, Eleventh Street, Redwood <br />Drive, Glenwood Drive, Mt. Rubidoux Drive and Loring Drive, requesting establishment of <br />preferential parking zones; and <br />WHEREAS, residents indicate that overflow parking from neighboring Mt. Rubidoux <br />Park is limiting on- street parking opportunities; and <br />WHEREAS, the proposed preferential parking zones would accommodate both residents <br />and park patrons, allowing for open parking for all motorists including residents, guests and park <br />patrons on one side of the street; and <br />WHEREAS, establishment of the proposed preferential parking zones would restrict <br />outside parking sources and provide residents with reasonable access to on- street parking near <br />their residences; and <br />WHEREAS, on March 2 and April 6, 2011, the Parking, Traffic and Streets Commission <br />reviewed this issue and voted to recommend approval of revised preferential parking restrictions <br />to be in force only Monday thru Friday between the hours of 4:00 p.m. to 6:00 a.m. and Saturday <br />and Sunday between the hours of 5:00 p.m. to 9:00 a.m.; and <br />WHEREAS, Public Works staff is recommending the original proposal to establish no <br />parking any time zones with preferential permit parking for residents on the a) south side of <br />University Avenue from Mt. Rubidoux Drive to Redwood Drive; b) south side of Ninth Street <br />from Mt. Rubidoux Drive to Pine Street; c) south side of Tenth Street from the westerly terminus <br />to Pine Street; d) south side of Eleventh Street from Redwood Drive to Pine Street; e) west side of <br />Redwood Drive from University Avenue to Tenth Street; f) west side of Glenwood Drive from <br />Tenth Street to Allis Place; g) east side of Mt.
