City Council/ Redevelopment <br />Agency Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: May 10, 2011 <br />AND AGENCY MEMBERS <br />FROM: DEVELOPMENT DEPARTMENT ITEM NO: 20 <br />SUBJECT: RIVERSIDE RENAISSANCE — SUPPLEMENTAL AGREEMENT WITH ALBERT A. <br />WEBB ASSOCIATES FOR PROFESSIONAL ENVIRONMENTAL CONSULTING <br />SERVICES FOR THE RIVERSIDE MAIN LIBRARY PROJECT- FUNDS TRANSFER- <br />MERGED DOWNTOWN /AIRPORT INDUSTRIAL HUNTER PARK/NORTHSIDE <br />REDEVELOPMENT PROJECT AREA <br />ISSUE <br />The issue jointly before the City Council and Agency Board is whether to approve a funds transfer to <br />enter into a supplemental agreement with Albert A. Webb Associates for professional environmental <br />consulting services for the Riverside Main Library Project, located at 3581 Mission Inn Avenue <br />(Exhibit "A "). <br />RECOMMENDATIONS <br />That the City Council increase funding from $200,000 to $352,100, plus a 10% contingency of <br />$35,210 for a total not to exceed amount of $387,310, pursuant to a supplemental agreement with <br />Albert A. Webb Associates for professional environmental consulting services for the Riverside Main <br />Library. <br />That the Redevelopment Agency authorize a funds transfer in the amount of $308,495 from the <br />Unprogrammed 2011 Taxable Bond Account No. 9854800 - 440446 to an account to be determined <br />by the Finance Division. <br />BACKGROUND <br />On August 11, 2009, the City Council authorized a supplemental agreement with Albert A. Webb and <br />Associates (Webb) for professional environmental consulting services for the Riverside Main Library <br />Project for a total amount not -to- exceed $200,000 for review of replacement of the existing 60,000 <br />square foot library built in the 1960's with a new 100,000 square foot library. Services would be <br />rendered per the terms of a Master Professional Service Agreement approved by the City Council on <br />August 26, 2008. <br />As staff has worked with the Main Library Design Consultant to develop several design options for <br />the new Downtown Library project it was determined that complete demolition and removal of the <br />existing 60,000 square foot library would be required to facilitate the proposed 100,000 square foot <br />Main Library. In order to fully assess the environmental impacts of this project, additional <br />environmental consultant studies are needed including, but not limited to: cultural; historical; noise; <br />traffic; and air quality. In addition, staff has requested Webb to address an option for a subterranean <br />parking structure to increase the amount of the existing surface parking as part of the traffic study <br />environmental review, and potentially allow the proposed building footprint to be reconfigured to <br />20 -1 <br />
