City Council approval is also necessary for <br />the release of the bid bond submitted with the proposal for Hillcrest Contracting, Inc. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Award a contract for the construction of the Dufferin Avenue and Stewart Street, <br />Bid No. 6771 to International Pavement Solutions, Inc., of Mentone, California in the <br />amount of $91,095.00; and <br />2. Approve the release of the bid bond submitted with the proposal from Hillcrest <br />Contracting, Inc., of Corona, California. <br />BACKGROUND: <br />On July 14, 2009, the City Council approved the closure of Dufferin Avenue between McAlister <br />Parkway and Stewart Street. This project will construct permanent improvements, including a <br />street knuckle at the Dufferin Avenue/Stewart Street intersection and a 15-foot wide multi-use <br />asphalt trail connecting Stewart Street with McAlister Parkway. The trail will be gated at each <br />end; however, still allowing for the free flow of pedestrian and bicycle traffic. Fire and ambulance <br />units will be able to access the trail by activating electronically controlled gates at each end of the <br />trail using the same transmitter used to preempt the City's traffic signals. Construction of the <br />improvements is anticipated to be complete by mid-December 2009. <br />On August 20, 2009, six bids were received for construction of this project (Attachment A). The <br />lowest responsive bid is from Hillcrest Contracting, Inc., of Corona, California, in the amount of <br />$85,525. However, on August 24, 2009, the Public Works Department received a letter <br />(Attachment B) from Hillcrest Contracting, Inc. indicating a clerical error was identified on their <br />proposal and requesting that their proposal be withdrawn from award consideration. The error is <br />deemed valid and Hillcrest Contracting, Inc. is withdrawn from award consideration. It is, <br />27-1 <br />
