Cit 4 1 : 41 11 1 . 5 City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: HUMAN RESOURCES DEPARTMENT <br />DATE: October 18, 2011 <br />ITEM NO: 27 <br />WARD: ALL <br />SUBJECT: RESOLUTIONS TO AMEND THE MASTER FRINGE BENEFITS AND <br />SALARY RESOLUTION, FOR EMPLOYER PAID MEMBER <br />CONTRIBUTIONS AND FOR PAYING AND REPORTING THE VALUE OF <br />EMPLOYER PAID MEMBER CONTRIBUTIONS <br />ISSUE: <br />The issue for City Council's consideration is whether to adopt the attached Resolutions to effectuate <br />various changes to benefits provided through the California Public Employees' Retirement System. <br />RECOMMENDATION <br />That the City Council: <br />1. Adopt the attached Resolution amending the Master Fringe Benefits and Salary Resolution; <br />and <br />2. Adopt the attached Resolution pertaining to Employer Paid Member Contributions; and <br />3. Adopt the attached Resolution for paying and reporting the value of Employer Paid Member <br />Contributions. <br />BACKGROUND <br />As a result of the revenue impacts associated with the downturns in the national and regional <br />economies, as well as increases in retirement costs, the City entered into discussions <br />with employee groups which resulted in agreements to reform pension benefit provisions. On <br />February 1, 2011 the City Council approved an initiative to reform pension provisions pertaining to <br />Executive Management, Management I, II, Confidential employees, and Elected Officials. On <br />April 12, 2011 the City Council approved pension reform for employees represented by the Fire <br />Units. On June 7, 2011 the City Council approved revisions to certain retirement provisions in the <br />Memorandum of Understanding (MOU) pertaining to members of SEIU (General and Refuse Units). <br />More recently, on June 13, 2011 representatives of the City and the IBEW (Line and Supervisory <br />Units) met and agreed on MOU amendments to revise certain retirement provisions. <br />27 -1 <br />
