' City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 18, 2011 <br />FROM: PUBLIC WORKS DEPARTMENT ITEM NO: 31 <br />DEVELOPMENT DEPARTMENT <br />WARDS: 6 and 7 <br />SUBJECT: RIVERSIDE RENAISSANCE —BID NO. 6870 —FIVE POINTS STREET <br />IMPROVEMENT PROJECT —LA SIERRA/ARLANZA REDEVELOPMENT PROJECT <br />AREA — INCREASE CHANGE ORDER AUTHORITY <br />ISSUE <br />The issue for City Council consideration is an increase in change order authority for the Five Points <br />Street Improvement Project. <br />RECOMMENDATION <br />That the City Council authorize an increase of $111,121.36 to the cumulative change order authority <br />for Bid No. 6870 —Five Points Street Improvement Project. <br />BACKGROUND <br />On October 5, 2010, the City Council awarded a $2,743,211.95 contract to Elite Bobcat Services, <br />Inc. of Corona, California for the Five Points Street Improvement Project. The Project included <br />- Realignment of the La Sierra Avenue /Pierce Street /Hole Avenue intersection to provide two <br />through lanes, dual left -turn lanes, dedicated right -turn lanes and bike lanes in all directions; <br />- Termination of Bushnell Avenue easterly of La Sierra Avenue; <br />- Decorative crosswalks, landscaped medians and parkways, including decorative median <br />lighting, as well as decorative bollards between the new Bushnell Avenue termination and La <br />Sierra Avenue; <br />- Enhanced landscaping at the southeast corner of La Sierra Avenue and Hole Avenue <br />including a decorative wall and decorative palm tree lighting; <br />- Conversion of some aerial power lines to underground facilities; and <br />- Installation of new street lights. <br />31 -1 <br />
